'Failure of the Administration in the state capital'

The headlines which read " 'KOHIMA VILLAGE YOUTH ORGANIZATION' 'DEMOLISH SHOPS IN KOHIMA SUPER MARKET' ", that appeared in one of the daily local paper on 14th Feb 2012, got hold of my attention about the existence of the District Administration and the Kohima Municipal Council (KMC). Here I'm not questioning the authorities as to why they were carrying out the demolition drive.
The question that popped out in my mind was: Did the Government follow the right procedure in carrying out the eviction work? Why did the Government engage Village body's for such eviction work? What are the roles of the district administration and the KMC if they are not the one to carry out the work by themselves?
The matter in question was discussed in "We the Nagas" page in popular social networking site Facebook and this is what some has to say:-

Chanthungo Humtsoe: The judiciary, the executive and all public servants should be ashamed. Seriously, instead of going forward with development not only of infrastructure but of civilization, we are going back to ZERO. Public servants should know their responsibility and get their hands dirty, all for the betterment of the public. Law enforcers don't hide behind VC organisations or whatever, so that no blame goes to you guys. Be capable of handling your own for God’s sake.

Kuku Therie: According 2 my view…I want all the administration officials posted in Kohima to resign if they cannot do their job!! How could an organisation take the law into their own hand? The capital belongs 2 every Naga not to a particular tribe. This is paving a way for tribal war.

Nambo Zhimomi: “Why Govt can't handle the situation and giving undue advantage to the village youth? Is the Govt of Nagaland run under them? The Govt must take action to those responsible officer incharge? Not only this eviction but in Kohima these youths are also working as traffic enforcers instead of the govt appointed traffic personnel. Shame on you Kohima dist administration.

Riathung Ngullie: This is totally not acceptable…bravo the organised bodies like the KMC is now a mere spectator…is this an act of hooliganism or act of civic duty...!!

Zuchi Humtsoe:
We need to condemn the Govt. and let them grow and stand on its feet or are we just a mere spectators. If they can't execute a Project that is its incompetence to deliver it, better let the best one carry it on...

Babyrose Kamei: "and as for the administrators and municipal council its better that they resign and give their post to KVYO"
The Government is therefore asked to take the issue seriously and strict action be taken against the concern authority. Because this kind of action would create not only misunderstanding but hatred among certain sections of people in the society.
