Is Communitisaton Mandatory?



My recent holidaying in my home town compelled me to write a few line of my grievances. My stay in unadministered Ahthibung town, with the absence of an EAC for the past few months has indeed brought in a whole lot of trouble for the villagers, which otherwise is one of the largest EAC jurisdiction in Nagaland with 30 plus villages. The sorry state of the administration includes the electrical billing. Despite the power holiday in recent months in Nagaland, Ahthibung billing continues to be constant, whether a house consumes it or not, billing is done as long as there is a line connected to the respective house. The units consumes are hidden and GOD only knows the amount an individual consume or the community in general consumes. My house for instance came with Rupees 270 for a single month and the billing interestingly did not portray the unit my house has consumed. The idea of communitisation according to model rules for village electricity management board with single point meter billing system through village council clearly mention its application in villages alone were community plays an important role in shaping the socio-economic setup of a village, were as communitisation for a mid size township like Ahthibung is really not relevant in today scenario as socio economic condition varies, infact the formula of counting electrical points are really unethical and impractical as assumption of billing are drawn by the number of electrical gadget a given household acquires. As a citizen, we have every right to know the amount we have consumed and the transparency in the subsidy of power or the choice for adopting communitisation of power department or sector. The authority on the other hand,
blames it on the department, stating complains are not entertained and to make the matter worst billing are blown out of proportion if complains are made. Communitisation should be made a choice for a small town and absence of administrator should be taken as serious.
