Naga Mothers frustrated at NU Mess



Dimapur, August 30 (MExN): The Naga Mothers’ Association has demanded immediate revocation of the suspension orders issued against two Nagaland University teachers and leaders of the Nagaland University Teacher’s Association (NUTA). The mothers’ have also demanded that the report of the Fact-Finding Committee, instituted by the Ministry of Human Resources Development be immediately submitted for further necessary action ‘against charges and counter-charges’.
A strong statement from the NMA today skinned Nagaland University for setting “examples of the lowest order” to the people of Nagaland. “In the process, the hopeful minds of thousands of students have been reduced to nothing including their parents, who dreamt dreams for their children” the NMA said. The mothers expressed frustration that the recent times in the state seem to be witnessing a phase where “everything seems to have collapsed”.
Reiterating serious concerns as expressed in the past, the NMA said that “the problems” have been aggravated.  The NMA tells the university’s authorities “not to further barter away the future of our children, as enough damage has already been done”. In this backdrop, the NMA demanded: “At the same time, NMA demands that, the suspension order issued against the two teachers and leaders of the Nagaland University Teacher’s Association (NUTA) be immediately revoked and the report of the Fact-Finding Committee, instituted by the Ministry of Human Resources Development (MHRD), as instructed by the President of India, be immediately submitted for further necessary action against charges and counter-charges, which are bogging down the deliverance of justice”.

NUTA stirs NU authority’s dirt

Dimapur, August 30 (MExN): The Nagaland University Teachers’ Association reiterates its demand for the unconditional revocation of the two “illegal suspension” orders served to the president and secretary general of the association’s CEC. The NUTA in turn, has demanded immediate resignation of vice chancellor, Prof. K. Kannan, Registrar Thejao Vihienuo and Controller of Examinations Tongpang Ao, based on the various charges of corruption, manipulation and violation of the Nagaland University Act and statutes. Towards this effect, a peaceful procession is scheduled for September 1, NUTA informed.
The peaceful procession to be taken out on Monday, will be not only be a demand for revocation of the illegal suspension orders, but for the resignation of all corrupt officials including the VC himself and a reaffirmation against corrupt practices in the university, NUTA said and invited all right-thinking citizens to join the procession to ‘cleanse the university and restore transparency and accountability in this highest seat of learning’.
A statement from the NUTA today mourned the fourteen years of Nagaland University reeling under corruption under ‘classified hands’, hindrance and thus  retarding the growth of the university. “Successive vice chancellors and officers have destroyed the university through corruption, manipulation, favoritism, nepotism and autocratic functioning, ignoring the university act and statutes” the NUTA lamented.
According to the association, Prof. Kannan continues to violate university statutes and ordinance with impunity, even after the visit of the Fact-Finding Committee. He has repeatedly violated the NU Statute 2, clause (6) which stipulates that “if the Pro-Vice Chancellor is not available the senior-most professor shall perform the duty of the vice chancellor” NUTA pointed out.
“The latest proposals submitted to the UGC for opening of new institutes, departments and centers were carried out without the mandatory approval of the Planning Board, Academic Council and Executive Council. This is in direct violation of the University Act & Statutes 13, 15 and 16” the NUTA said.
Cutting dirt on Kannan, the NUTA said the VC has illegally held the charge of Finance Officer for more than one and half year, violating financial “codal” procedures. He has failed to hold the mandatory annual University Court for more than two years; in spite of NUTA’s protest he has allowed officers under scanner to hold the post of DDO in the university, NUTA said.

NUTA’s take on VC, Registrar and CoE’s dirt
The teachers today listed out a number of charges alleging the VC of mismanaging the university in myriad ways. In case of the Engineering and Management Institute in Dimapur, NUTA said, an amount of Rupees one crore, fifty nine lakhs, forty five thousand, three hundred and sixty was spent on equipments and other materials without floating tenders and violating financial codal procedures.
“Only after NUTA questioned their motives did the VC and Registrar float the tenders; however, this was only after the materials were procured. His anti-Naga policy is evident in the distribution of seats whereby he has given only 60 seats out of 300 seats to Nagaland and kept 51% for all India” the teachers stated.
Further, in the last interviews held in Nagaland University for teaching posts, the VC did not recruit a single eligible candidate from NU, including a Gold medalist. “He has also destroyed the career of long serving teachers on contract by failing to regularize their service” NUTA lamented. “The irregularities noted in the appointment of some teachers and Registrar, as mentioned in the Inspection Report of the AG/CAG, has still not been rectified by the VC. The report clearly records the various irregularities and violations on selection of the teachers and Registrar of the University” NUTA informed.
On Registrar Thejao Vihienuo, the NUTA pointed to his being ineligible for the post of registrar, as clearly pointed out in the report of the AG/CAG. “The report states that selection of the said candidate by misinterpreting the provision of the ordinance was irregular. Further, the recommendation of the Screening Committee was ratified by the Selection Committee, which is highly irregular. The university authority had been directed to explain the circumstances under which Mr. Thejao Vihienuo was appointed as Registrar when he did not fulfill the requirement of minimum 8 years of experience as Reader as per UGC norms. However, no reply was put forward till date” the NUTA said. Earlier, even in the recruitment of Thejao Vihienuo to the post of Controller of Examinations, he did not fulfill the eligibility criteria, NUTA said. “However the Screening and Selection Committees under the Vice Chancellor selected him by willfully condoning the eligibility criteria thereby violating the University Ordinance. The AG/CAG Report also clearly states that there is misappropriation in records in support of Rs. 21.71 Lakh for printing of confidential papers during his term as COE” the NUTA disclosed.
The NUTA also said that the Registrar and his wife, who is an Assistant Registrar, have violated regulations by sitting as chairman and member in all recruitment of non-teaching staff for many years. “This has resulted in favoritism and extensive manipulations in appointments” NUTA lamented.
On the appointment of the present Controller of Examination, Tongpang Ao, former Deputy Registrar, the NUTA said it was in violation of the eligibility criteria of years of service and eligibility norms, for both the two posts of DR and COE for which he was recruited successively. The NUTA said he has serious charges of misappropriation of funds against him as per the FFC report of Peoples’ College, Mokokchung and misappropriation of Rs. 22 lakhs from the Prime Minister’s Package during his posting as OSD, Nagaland University, Lumami. “It is highly questionable that Prof. Kannan has encouraged the selection of such an unqualified person for the most sensitive post of Controller of Examination” the teachers added.

Why is our CM and Govenor not involved?
I still say Chancellor is not the only problem at NU. Teachers are not accountable. Any lecturer who are just settled to draw salary must be fired. Any teachers who are not giving their ultimate best in their performance in classroom must be fired. Any teacher who does not come to class on time to teach must be fired. Any teacher who does not follow code of ethics and moral conduct must be fired. On the other hand any teacher who does their best, come to class on time, never miss their lecture, respect student teacher relationship and keep student excited must be rewarded.

I don't agree with NMA. NMA should be asking and pressuring both NUTA and NU authorities to resolve the ongoing problem amicably. But NMA demanding NU authority for immediate revocation? Please, please! The world will laugh at us that Naga mothers are getting indulged in this manner.

What is the role of the NAga Mothers here? Clearly they have forgotten their role. THey kept thier Big mouth shut when a pregnant women was brutally raped by 4 boys.Few days ago we even read about How NMA brought a preacher to the HIV AIDS centre run by them claiming to have cured the HIV positive inmates. And Now, for NUTA ever publicity crazy problems, the NMA has joined the Noisy bandwagon. No wonder there is very little respect left for such organisations in nagaland, whether NUTA or NMA...

I am very happy to learn that our people are trying to act with reference to "University Act & Statutes" on certain issues. We can make a start here and do more on such lines. Continuation of this learning process would land us in the realm of maturity. I only hope that we do not allow sympathy or emotion to take over.

Have you wondered why an "outsider" like Kannan is continuing to do what he feels is best for NU?

I happened to be at a conf in Delhi where Prof Kannan was giving a speech to a Non-Naga crowd. He spoke so much in praise of Nagas and Nagaland. He remarked how ignorant mainland Indians were about Nagas and how we should try and get to know them better.

At the end of the conference, he told me that he has to be "tough" back in Nagaland because some things have to be changed.

I don't know in detail about this whole issue but I think Prof Kannan is strict because he wants to make a difference. If he has gone against Uni rules, he should be fired but we should hear what he has to say too.

Now NU is very much politicised. NSF, NMA and... will NPMHR join the bandwagon for violating teachers' rights? Very soon, Naga Hoho and NBCC should also participate for peace and reconciliation. The talks will be likely held in a foreign land. Its Naga teachers (majority) vs Kannan. Underground factions should start issuing threating letters to VC. Then conflicting Naga groups siding Kannan and teachers will take the center stage. Very soon, the focal point of issue will be lost in the quagmire. This promises to be a good show.

Jason, I think you have a very good point there. Hope folks understand the content in a broader sense.

Prof. Kannan may not be the greatest VC, but I keep wondering why our educated Naga faculties are unable to adjust with any of the VCs thus far? It’s a shame that organizations such as NMA are now unduly meddling too!

Never met Prof. Kannan, but had the chance of meeting one of the final nominees for VCship (untested but highly resourceful and capable). He also echoed a similar opinion of strict administration and changes in the existing system if NU has to be lifted to a different level.

Perhaps NUTA has other plans!

Didn't the teachers resigned from their various posts? Now when VC suspended them, (not even sacked) they want revocation? A good example of "foot in mouth". And if NMA is frustrated at NU mess, they should be giving some useful inputs to solve the imbroglio and not openly side with NUTA. They have only aggravated the situation.

Im quite taken aback by the comments passed particularly by HOHOHo and Laughable.As a general public, i strongly support the claim of NUNTSA, PGSU and NUTA. There's something wrong in the administrative set up of Nu thats the reason why the agitation never ceases! I think its hightime we uproot corruption as a means of livehood, which some might loosely coined it as "side income"!. I don't believe in the Uthopian concept of a world view filled with angels, but surely we can reduce corruption. Leave aside NU, why not check the State Government! I don't think any right thinking citizen will buy to whats happening in NU. Im quite convinced that from the overt press statements made that rampant corruption exist even to the extent of violating acts and ordinances.I won't be surprised to read in the Morung and Nagaland Post of the Registrar being expelled by his own community! Ive been reading through the papers all these years and what kind of remarks does the VC make on the Nagas. Reading from the press releases made all these years it appears to me that the VC precisely need to forego a training again on etiquette keeping & diplomacy. It has been projected by the media on many ocassions that his attitude is quite untolerable! What more? So i'm very proud that the NU authorities have stood up for justice!

Yes, I agree with Along. The VC is a very arrogant character, but of course that's not the case against him here. People who pass comments on NU seem not to know anything about the situation. Yes, the NUTA may have been a little aggressive at times, but they know what they are doing and i fully support them. students may have to suffer for a while, but it would be worth it if we will get a corruption free and university with a strong system to check further misuse.

Whatever is going on with the Nuta and the Vc..I personally think that its not unusual anymore for nuta to have an agitation againts the VCs.
I just cant wait for the next VC to come and see what next Nuta will do..I hope the Vc gives another chance to the suspended lectures..so that we can see another drama..Students should seriously do something about it..at the end of the day they are the biggest loosers.

Suspended teachers need a long break too, they have been too active protesting non stop for the last so many years. Let s all appeal for a total makever of the UNI. The VC is only a human. More importantly, it is much better to be who you are than to have pretension. If VC's attitude do not complement with our thinking, so what? He is not a diplomat but an academic. We don't expect him to sing praises of Nagas in all of his press interactions. He can say what he likes. Here, some people are getting emotional. They want the VC who can elevate their egos. What matters is if he can deliver his part. But why should NUTA have problems with all VCs?

I respect your opinion, but how long will you take to realize that VC is not the cause? Another 14 years?

Long as we keep going against VCs, our University will never ever grow. And who are the losers? Our children. We the Nagas!
Do you agree with NUTA that by paralyzing the university, their interests and benefits be satisfied?

What corruption are you talking about?
Becoming stricter with the system?
Being arrogant?
Being aggressive?
Not permitting un-authorized handling of administrative affairs to the teachers?
Suspending non-performing teachers?
Hurting teachers ego? etc etc

I'm not anywhere closely associated with NU, but what I care are the students becoming victims? Are you happy and ok that some students have to go through all this? Don't live on assumption? VCs comes and goes. Five years a term. NUTA becomes dysfunctional for 5 years or the period VC's in chair. Do NUTA wonders what happens to those 5 years or so students academic career?

IN all this i think, the VC is made the scapegoat. Its becoming clearer and clearer that few NUTA teachers have mjor problem with Tongpang and thajao vihienuo. Since the VC didnt gave them the push, they have jump on him as well. Like someone had suggested earlier, i think best solution will be, let the VC go. with his background he will have no problem getting another job. Let the suspended teachers also go. with their background they will also have no problems finding another job. But, the students has to stay, withiout their degree they will find no job:) And as for the infamous duo, Tongpang and Thejao....hmmm someone help them find another job lol!!! or going by Nuta's allegations, i think theyve made enough money to sustain themselves :)

If NMA is really concerned for Naga students, it should advise NU teachers to go back to classroom because their children are suffering. NMA should also ask the VC to shape up his administration to bring the university on the track to normalisation. That would have enhanced the image of Mothers' Association.

Sorry that it hurts your sentiments. And sad that you despise concerned people voicing their opinion. In general, we also lack social assessment.

To debate and share opinion on such a critical issues haunting our education system, through cyber-world, I need not care what your ID is as long as you're genuine Naga. I'd rather respect someone who has a weird ID but involved in healthy and reasonable debate. I'm even not sure if "Along Aier" is authentic in person, though its falls under Naga nomenclature. Anyways, like I said, it doesn't matter. Appears, you're more concerned of egos than the actual problem we are trying to debate. Perhaps, thats the same problem with some of our University teachers too (thus causing these problems???). Surprised, you use "dhoti wallas". It says much about you too!

This guy seems to have a thing for someone’s dress code. Generalizing people show how educated one is! Don’t forget some dhoti wearing men are highly educated. For e.g. Ex chief sect of Nagaland and former Director of Lal Bhahadur shastri Institute Mussorie is a man who wear only Dhoti and mind you he doesn’t in your language “ Shit” on the road. You seem to be one of those who can’t see beyond his own point of view. Please be realistic, you are probably only the third or fourth generation wearing pants , Unless of course you have a British history/ connection :) and BTW you only need to take walk around your colony to see how many people in your town has toilet in their house. Remember when you point one finger at others there are four pointing back at you.

I m fedup with all kinds of protest and allegations made by the so call NUTA for many years, Protest and allegations has become the fashion of our university. Its high time to realise that enough is enough,your actions has resulted enough damage to the students,lets us sometimes try to encourage and appreciate person/s who did something good for our university instead of always trying to find out their negative points after all VC's are also a human being.Now you also talk too much about REGISTRAR AND CONTROLLER OF EXAM not qualified to hold their post but we need to remember they are not appointed by themself, they fulfill certain criteria thats why the competent authority has appointed them.Its been 14 long years since our university has become a full fledged university under Indian union, eversince every VC is greeted with inexperience, unqualified alleged corruptions etc etc without any concrete evidence which i m not saying all VC are perfect and free from all sorts of allegations, Yes difinitely the system is wrong somewhere which need to be address urgently but not at the cost of the students in this way!!. After closely watching the happening of our university for the last 14 years I even have an imagination now that even if Jesus Christ impersonated as a human being an occupy the hot chair of our VC I'm afraid our NUTA will still have the problems ! gud luck NU

still, NMA voicing out about the future of their children is a valid concern. but NMA demanding the revocation of suspended teachers is crossing the limit of their concern.

In recent times we have seen the true colours of all this NGO's NUTA, NMA, NPMHR etc and its becoming so clear that theres a blind connection amongst them, echoing each others words withiout any valid reason. the bottom line is, we dont have able, sensitve people heading any of this organisations.

One suggestion. If the VC should resign then the teachers who were suspended should also resign permanently. The thing is NU is full of teachers who are incompetent and they do not give a shit about student's welfare. Their only concern is salary salary salary. These power mongers should move aside and let the real ''qualified to teach''individuals do the teaching. Only then our society will improve.

I agree with some of the comments above, NMA has the right to be concerened about students welfare, but they demanding the rev0cation of the suspended teachers seem a little funny...NMA should act more maturely in their approach and act...else the weightage they carried once upon a time will be history...

The problem is not with the VC alone but its with your people whose mentallity strickly adhere to some few individuals who stands for thier own personal benefits.
