Instate 6th Pay Comm in toto – CANSSEA



Dimapur, November 20 (MExN): The Confederation of all Nagaland State Services Employees’ Association (CANSSEA) has written to the chief minister of Nagaland demanding full implementation of the recommendations of the Sixth Pay Commission. Expressing dismay and displeasure over what it described as the Government’s “callous and lackadaisical attitude towards this pro-people issue”, the letter reminded the chief minister of  earlier representations  on the subject in December 2008 and April 2009.
The CANSSEA drew the attention of the CM that other northeastern states such as Arunachal Pradesh, Assam and Meghalaya have already issued relevant orders sanctioning pay packages under the new pay rules, the 6th Central Pay Commission. Stating that in Nagaland even the adoption of the 5th Central Pay Commission scale was a “unique mixture of central as well as state scales”, the CANSSEA demanded the adoption of the 6th CPC scale  in “total” and in accordance with the “true spirit of the recommendations.”
The Nagaland government was reminded that following the grant of the 6th pay scale to the central government employees’ from January 1, 2006, prices of all commodities have skyrocketed and that the “hardships of the employees, among other things, are at beggar’s description”. As such the CANSSEA pointed out that one will notice the “unprecedented fallouts and limitless ramifications especially on the middle class and lower-level employees.”
Calling for fairness, the letter to the CM urged that no stone should be left unturned to implement what it termed as the “most logical, rational, genuine and justified demands” enumerated in two separate enclosures. The CANSSEA also demanded that the revised pay scale should be with effect from January 1, 2006, which is the date of adoption of the 6th CPC by the government of India. The CANSSEA has also put the case for other benefits such as Dearness Allowance, House Rent Allowance, Special Compensatory (Remote Locality) Allowance, Special Compensatory (Hill Area) Allowance, Transport Allowance, Non-Practicing Allowance, Risk Allowance, Bad Climate/Tribal Area Allowance, Project Allowance, Education Allowance, Miscellaneous Allowance and Annual Increment.
