Kohima, February 15 (MExN): The Nagaland Pradesh Congress Committee (NPCC), President K Therie today wondered what exactly would be left for development after “payment of Civil Deposit and leveling the Deficits.”


Total budget as explained by State’s Chief Minister, who also holds the finance portfolio, is for government employees, debt servicing and deficit, he stated in a press release.


“They have also hidden Civil Deposit which will impact cash outgo during the current financial year,” he said.  


“The Finance Minister (CM) has admitted that more than 65% is spent on non-plan salaries. With plan salaries it may be more than 75%...I guess Deficit + Civil Deposit may amount to more than 4,500crores,” he added. 


He further alleged that the government will tax on all items, several times and will not even make potholes.


Meanwhile, Therie said that “discrimination against backward reservations caused by backdoor appointments and nepotism should be taken up collectively by MLAs representing backward communities.”


“It will be appropriate to enquire through a non-partisan enquiry commission. If nothing can be done in development, at least protect the reserved quotas,” he added. 


He further pointed out that despite the Central Government claims that the economy is green, the Chief Minister admission of shortfall of the Centre’s share of taxes by nearly 1,000 crore imply otherwise.


“If so much is the impact on 19.80 lakh population, I can only imagine the impact on a population of 130 crore citizens. The worst is yet to come,” he added.
