Misuse of arms license reported in Wokha 

•    Unauthorized dealers making illegal sale/purchase of ammunitions
•    Dealers not abiding by rules for maintenance of records of transactions
•    Police and Administration to take stern action

Wokha, July 25 (MExN): The Deputy Commissioner Wokha, Ajit Kumar Ranjan, IAS on Tuesday revealed it has been brought to the notice that several unauthorized dealers are making illegal sale/purchase of ammunitions by misusing the arms license. 

In a circular the DC Wokha stated that the Police along with the Administration will be taking stern action against such sellers and any case of misuse of license will be proceeded against as per law including the cancellation of the arms license and other penal measures. 

“The shop premises found to be used for such unauthorized transaction shall have their trade licenses revoked,” it cautioned. 

The DC Wokha also said that the arms and ammunition dealers in Wokha district are reportedly not abiding by the laid out rules for maintenance of records of transactions. Drawing the attention of the dealers to the Arms Rule 2016, in particular to Rule 73 to 76 (part 3), it reiterated that as per Rule 75 the dealers are supposed to maintain “The Firearms Stock Register” and “The Ammunition Register”. 

In both the registers debit and credit site is to be clearly maintained for all the transactions containing the details as per rule like date of sale/receipt of firearm/ammunition; the full name, license number, validity of license, UID, physical address of the seller/buyer, mobile/contact number, ID type/number of the buyer (preferably with photocopy of the ID); along with invoice, challan, transport documents/transport license. Further, full details of the ammunition containing its caliber, make and quantity are required to be mentioned in all the documents and the register. 

The registers maintained under the said rule shall be kept at the business premises and every page of such register shall be numbered in sequence with entry recorded in ink. “No change in the register shall be made by removal of pages or by eraser etc. Any correction required is to be made by crossing out in ink with line only,” it stated. 

It is required that the weekly returns of the sale/purchase be filed through the NDAL system on every Saturday. The licensee shall through online means under his user ID file the returns through the NDAL. In case he is unable to do so the weekly returns shall be sent in hard copy to the arms branch, DC office on the same Saturday, it stated. 

“All arms license holder, dealers etc. are therefore to take note of above and strictly comply with the provision of Arms Rule 2016,’ it added.
