Edn Minister concerned over recruitment policy

Kohima (MExN): The Nagaland government is determined to bring out some policies soon so as to address the working of the education system.

School education minister Imkong L. Imchen told The Morung Express that a State Education Committee meeting will be convened to bring out certain policies in the education department. The meeting is likely to take place in the first week of November, the minister said.

In the meantime, the minister said that he was aware of the Recruitment Policy that has to be constituted by all the states as per the directive of the National Council of Teacher Education (NCTE).

Imchen, however, said certain changes and modifications are required to that effect to suit the local conditions.

On several occasions, the guidelines and directives of the central schemes and programmes do not suit the local conditions, which he said needs certain changes to tally with the local context as well as ensuring successful implementation. 

As per the guidelines given in the Recruitment Policy by the NCTE, no untrained teachers should be appointed in the government elementary schools (Pre-schooling training has been made as pre-requisite for appointment of teachers for primary/elementary schools). It is learnt that 50 percent of teachers are not only untrained but are under qualified.

It has also come to notice that the appointment of untrained teachers is still prevalent, thus ignoring strict directions of the NCTE.

Meanwhile, the minister has asked all the District Education Officers (DEO) and Deputy Inspectors of Schools (DIS) to submit the list of both trained and untrained teachers in their respective districts by November 1.

The SCERT is set to conduct 60 days training for untrained teachers throughout the State starting November 2.
