Top NPSC officials under Vigilance scanner

DIMAPUR: The State Vigilance Commission has recommended institution of separate departmental inquiries against some of the top officials of the NPSC for their alleged involvement in various irregularities amounting to violation of the Nagaland Government Servants’ Conduct Rules. The officials named included K. Nzimongo Ngullie, Secretary, NPSC, Kevi Liegise, Controller of Examinations, Takachila, Deputy Secretary NPSC and Puholi Sema UDA in the NPSC. Four more government officials from different departments have also been named. 

The institution of departmental inquiries will however be examined by the concerned department after receipt of the report and recommendation of the Vigilance Commission, based on the supporting documents. According to the official position, only if the concerned disciplinary authority is satisfied that there is a prima facie case of violation of government servants’ conduct rules, then the disciplinary proceedings and inquiry will be initiated under the Nagaland Services Rules, 1967, it was informed.  

Meanwhile, the State Vigilance Commission in its final investigation report submitted to the government on October 28 has named eight persons for alleged malpractices and attempted bribery in the conduct of NPSC examinations. As per the final investigation report, charge-sheet under various sections of Indian Penal Code and Prevention of Corruption Act were submitted in the Court of DC (Judicial), Dimapur on August 4. Among the eight persons include Takachila alias K. Achila, Deputy Secretary NPSC, Imkong Longkumer, Executive Engineer (Planning & Coordination Dept) and Thsapongse Sangtam alias Apong Sangtam, Child Development Project Officer, Chare.

According to official sources, the trial in respect of the eight accused is in progress in the court of DC (J), Dimapur.

It may be mentioned that on the orders of the government, the Vigilance Commission had earlier appointed Benjamin Newmai, as a one-man fact finding inquiry officer, to conduct a general fact-finding inquiry into the various allegations of corruption and attempted bribery in the NPSC and other connected matters. It was informed that the inquiry officer had since submitted his report.

Regarding the NSF demand for making the Vigilance Commission’s report public, Additional Chief Secretary Lalthara in a letter to the NSF President stated that reports of the criminal investigation could not be released for public information as it may prejudice the matter which is sub-judice in a court of law. “It may amount to defaming the accused persons before they are found guilty by a court of law”, Lalthara stated.

The senior government official however informed that the trials of the case would be conducted in an ‘open court’. “Any person may attend the court during the hearings and listen to and take note of the charges that may be framed and read out by the court”, Lalthara stated.
