9th session of 13th NLA begins

The 9th session of the 13th Nagaland Legislative Assembly (NLA) commenced in Kohima on November 25.

The first of the two days session witnessed obituary references, questions, laying of reports, laying of the Select Committee Report on SARFAESI Act, 2002, presentation of assembly committee reports and introduction of 3 government bills and 2 government resolutions.

NLA Speaker, Sharingain Longkumer made obituary references on the passing of five former members—Pongchailenba Konyak, Chupfuo Kense, Lhiweshielo Mero, Kihoto Hollohon and Khuosatho Nyusou. The House observed a minute’s silence in their memory. 

The status of waterways project over Tizu river, work order against Avangkhu International Trade Centre, strength of teachers under SDEO Meluri and number of RD Blocks without banks in Nagaland figured at the question hour, all raised by MLA Yitachu.

NLA Commissioner & Secretary, Dr PJ Antony reported the assent of the Nagaland Governor to the Nagaland Fiscal Responsibility and Budget Management (Amendment) Bill, 2021.

Chief Minister Neiphiu Rio and Chairman of the Select Committee to examine the application of the SARFAESI Act 2002 to Nagaland laid the report on the floor of the House.

Minister for Soil & Water Conservation and Geology & Mining, V Kashiho Sangtam laid the annual report 2018-2019 of the Nagaland State Mineral Development Corporation Limited. MLAs, Y Vikheho Swu, Chotisuh Sazo and Zhaleo Rio meanwhile presented the respective assembly committee reports.

Chief Minister Neiphiu Rio introduced three government bills on the floor of the House today. They were the Nagaland Fiscal Responsibility and Budget Management (4th Amendment) Bill, 2021, Nagaland Goods and Services Tax (Fifth Amendment) Bill, 2021 and Nagaland Lokayukta (Second Amendment) Bill, 2021.

Rio also introduced the government resolution on the Securitization and Reconstruction of Financial Assets and Enforcement of Security Interest (SARFAESI) Act, 2002 while another government resolution on the Transplantation of Human Organ Act, 1994 and Transplantation of Human Organ Act (Amendment) 2021 was introduced on the floor of the house by Health & Family Welfare Minister, S Pangnyu Phom.

The House also witnessed the presentation of supplementary demand for regularization of excess expenditure for the year 2014-2015, 2015-2016 and 2016-17. It was tabled by Chief Minister Neiphiu Rio. 

Discussion, voting and adoption of the above will take place on November 26.  

Later, The Chief Minister laid the Comptroller and Auditor General of India’s Report No. 3 of 2020, regarding performance audit of select district hospitals in Nagaland for the year ending March 31, 2019.

The session will resume at 9:30 am on November 26.
