All Commercial Vehicle Association (ACVA), Wokha District, marked its 11th Foundation Day with a formal celebration at the Lotha Hoho conference hall on May 17. The event was graced by M Rhovisie Nyuwi, IPS, Superintendent of Police, Wokha, as the special guest, and Asaibe Guing, Motor Vehicle Inspector, District Transport Office, as the special invitee.
In his address, M Rhovisie Nyuwi commended the association for its contribution to society, urging members to continue their service with passion and discipline. “Commercial vehicles are vital to our daily lives—whether for transporting people, goods, or machinery. Without them, modern life would come to a standstill,” he remarked.
He emphasised the importance of traffic discipline, noting that traffic congestion stems both from human indiscipline and inadequate infrastructure. He called upon the public to cooperate with the administration’s initiatives, including parking regulations and road safety measures. He urged citizens to avoid drunken driving, ensure proper documentation, use helmets, and refrain from using mobile phones while driving. “If we embed discipline in our lives, it will reflect in our society,” he concluded.
Asaibe Guing addressed five key areas concerning the legal responsibilities of commercial drivers. He highlighted that drivers must hold valid licences, warning that driving without one can attract a fine of Rs 5,000 and up to three months’ imprisonment.
Commercial drivers must be aged at least 20, and international driving permits are valid for one year only. He also cautioned against driving unregistered vehicles, which can incur penalties of Rs 2,000 to Rs 10,000 and possible imprisonment for repeat offences.
Guing also informed attendees about the Good Samaritan Scheme, which offers Rs 5,000 reward to individuals assisting accident victims.
ACVA reaffirms ‘One Govt, One Tax’ stand
In his welcome remarks, ACVA President C Renbi Ngullie paid tribute to the pioneers who laid the foundation of the association. He expressed gratitude to the district administration, law enforcement agencies, and the District Transport Office for their continuous support.
Speaking on the issue of ‘One Government, One Tax,’ he clarified that the ACVA is not opposed to the Naga freedom movement or the Naga Political Groups (NPGs) rather they also support toward the Naga political solution. However, the ACVA stated the general public cannot manage or tolerate multiple taxation and taking into account the sentiments, the aspirations of the Civil Society Organisations (CSOs), Apex Tribal Hohos, and the general public, the association reiterating its call for ‘one government one tax or one nation, one tax.’
He also stressed that the Association was not against the political solution and is very much for it provided that NPGs come together for one common goal.
Y Bankathung Lotha, the first President of ACVA, reflected on the association’s beginnings, emphasising that it was formed through great effort and sacrifice. He encouraged members to prioritise public service over personal gain, stating that good service and trust would ensure the association’s longevity.
The event began with a car rally across Wokha town, followed by a silent prayer honouring the pioneers. The session was led by Nyanbemo Patton, General Secretary, with blessings offered by Nzanthung Murry of WDAU. Reflections and a video presentation were delivered by Organising Secretary Lipenthung Ovung. The event concluded with closing remarks and a general discussion.
Strict penalties for drunk drivers: ACVA resolves
The 11th Foundation Day also saw the adoption of key resolutions. It was resolved that all taxation matters must be routed through the ACVA units and the tenure of office bearers will be extended from three to five years (2025–2030).
It also resolve that no bail shall be provided by ACVA to drivers found intoxicated while on duty. “Drivers involved in intoxicated or reckless driving resulting in accidents shall face strict disciplinary action, including expulsion from the association for three years,” it resolved.
ACVA has appealed to the government for urgent repair of the collapsed culvert at Zuvodong Colony, which serves as a vital route linking the District Civil Hospital, colleges, and Wokha town. The current state of the road has rendered it impassable, severely affecting daily commuters and emergency services.
New executive body
The new executive body for the 2025–2028 tenure was also announced with Yanyithung Lotha as President; Libenthung Ovung - General Secretary; Renben Ngullie - Vice President; Yanbothung Lotha - Organising Secretary; Renbemo Kikon - Finance Secretary. The Action Committee will be led by Sulanthung Ezung, with Thungdemo Humtsoe serving as the Co-Convenor.
