This is an appeal to the Chief Minister, Nagaland, Kohima from H Kupushe Sema, an educated Naga Entrepreneur, and Proprietor of M/s M.K Plastic. Medium scale Industrial Unit situated at 3rd mile, Chekiye Village, Dimapur Nagaland.
Sir, I hail from Sumi –Naga tribe, which is recognized as schedule tribe under the constitution of India. I am an educated person and having being interested to be self reliant, I started my entrepreneurship unit and set up an Industrial Unit under the name & style M/s M.K Plastic in the year 2016 on the strength of Industrial License bearing Provisional Registration /MSME-l License No.16/11/09941 date 17.02.2016 and permanent Registration/ MSME- ll No. 16/12/05344 date 07.09.2017.
Sir, I set up my afore stated industry ‘M/s M.K Plastic’ installing modern equipped technology for production of plastic carry bags entailing huge investment investing by way of borrowing from Bank and other sources whereto, I started production of plastic carry bags 51 Micron as per permissible Micron provided by the Central Government as a responsible Naga Citizen. I observed all requisite terms and conditions as prescribed by the Industrial Department, pollution Control Board and other concern Departmental authorities. I started production of finished items under M.K Plastic label and mostly marketed the said products in Nagaland. My afore stated Industrial Unit is having employees and staffs whereto I am also rendering service to the State by providing employment as almost all the staffs/employees of my Unit hails from Nagaland.
In the meantime, I came across a news item published in local daily inter alia banning of plastic in Nagaland within 6 month time wherein I submitted my appeal before your benign authority placing that my industry is manufacturing 51 Micron plastic carry bags which is recyclable and I am following the guidelines, norms, terms and conditions of Forest & Environment Department, pollution control Board, local MAC Department and other Departmental authorities as being provided from time to time in the afore stated matter. Also I highlighted that recently the Government of Maharashtra has issued order banning use of plastic carry bags in Maharashtra but the said Government has recalled back their order taking into consideration of the entrepreneurs dealing with the matter in issue. Further, I apprised your benign authority that I had arrange for a re-cycle unit wherein the used thrown away plastics are being processed mechanically with clinical observation and converting it to fresh form to be used for production of other plastic items. And in this regard I had also written an open letter to your esteemed authority by publishing the same in the local dailies dated November 2, 2011.
Sir, despite my fervent appeal for your consideration for the survival of industry, another Notification date June 17, 2019 was published in the Nagaland Gazette (Extraordinary) issuing total ban on single- use plastic products including carry bags irrespective of thickness and size. Also the said notification was published in the local dailies where the total ban shall be effective from September 17, 2019 onwards.
Sir, due to the above stated notification dated July 17, 2019, all my hard work, efforts and investments through own sources and loans are at stake. As stated above, I have set up the industry after following all the legal formalities and licenses have been issued as per the existing laws framed by competent authorities, also the industry has been set up on the strength of the consent being granted by the Nagaland Pollution Control Board from time to time. And on the verge of generating profits, my industry is about to face doom due to the afore stated Notification. Therefore, I earnestly request your benign authority to reconsider the above notification or compensate/reimburse me adequately for the investments I have made in setting up the industry so as to enable me to repay the bank loans availed and other personal loans through sources.
