Article 371(A) key factor in sadar area decision, CM tells assembly

Kohima, March 3 (MExN): During the Eight Session of the 14th NLA held at the Nagaland Legislative Assembly Hall, Kohima on March 3, various starred questions were raised by members of the assembly.

With reference to the starred question raised by MLA, Nuklutoshi regarding the establishment and status of Sadar areas in Nagaland, the Deputy Chief Minister, Y Patton, informed the House that Mokokchung district, as well as the newly created districts, have not yet submitted any proposals for the creation of Sadar areas within their respective jurisdictions.

The criteria for defining a Sadar Area are based on administrative necessity. It usually covers a populated and commercially active zone requiring closer supervision for governance and maintenance of law, stated a DIPR report. 

He therefore appealed to the concerned Deputy Commissioners and administrative heads to forward formal proposals to the Government for consideration.

Chief Minister, Dr Neiphiu Rio also added that as Nagaland is governed under the special provisions of Article 371(A), matters relating to administration, particularly concerning urban and village areas, require careful and distinct handling in view of customary laws and practices. 

He emphasised that any decision regarding the establishment of Sadar areas would necessitate detailed study and due consultation before further action is taken.

With regard to Starred Question No. 3 raised by MLA, Tongpang Ozukum concerning the status of road construction from KM 101 to KM 125 (Doyang–Izheto) on National Highway 2, the Deputy Chief Minister and Minister-in-Charge, TR Zeliang, informed the House that as of February 24, 2026, the project had achieved the following progress: Physical Progress: 42.47%, Financial Progress: 41.38%.

He further stated that the delay in execution of the project is primarily due to issues related to land compensation along the affected stretch.

On the issue of non-allocation of an Administrative Officer-in-Charge in Changtongya Sub-Division, starred question number 5 put up by MLA Nuklutoshi, Dy CM Patton informed the House that following the transfer of the last SDO (Civil) from Changtongya Sub-Division under Mokokchung District, the Personnel & Administrative Reforms (P&AR) Department is in the process of posting a new SDO (Civil) to the Sub-Division.

He further stated that the necessary notification in this regard will be issued at the earliest.

The Secretary-in-Charge, NLA, Khruohituonuo Rio, on the second day of the 8th session of the 14th Nagaland Legislative Assembly on March 3, reported on Assent of the Governor to the Investment and Development Authority of Nagaland (Validation) Bill, 2025; the Nagaland Flood Plain Zoning Bill 2025 and the Nagaland State Finance Commissioner Bill 2025.
