Governance in Nagaland continues to remain low and has fallen further from 2019, reflected a nationwide index.

The Public Affairs Centre (PAC) on October 30 launched the Public Affairs Index 2020 (PAI 2020), an annual ranking of the states and union territories (UTs) of India on governance performance. 

PAI 2020 is the assessment of the adequacy and quality of Governance in the states of India for the year 2019-2020, PAC informed in a media release. 

According to the PAI 2020, Nagaland was ranked 8th among 11 small states in India with a score of -0.116. 

Goa topped the small state category with an index of 1.745, followed by Meghalaya (0.797), Himachal Pradesh (0.725) and Sikkim 0.602. Delhi (-0.289) and Manipur (-0.363) were at the bottom. 

Among the large states, Kerala with an index of 1.388 topped the list, followed by Tamil Nadu (0.912) and Karnataka (0.468). Odisha -1.201 and Uttar Pradesh -1.461 were at the bottom of the list. 

Chandigarh scored highest among Union Territories, followed by Puducherry and Lakshadweep.

According to PAC, the states and UTS are ranked on Governance performance based on a Composite Index. 

The governance performance is analysed in the context of sustainable development defined by 3 pillars – Equity, Growth and Sustainability; 5 Themes; 13 SDGs and 50 indicators, it said. 

Former Indian Space Research Organisation (ISRO) head and the Chairman Public Affairs Centre Dr. K. Kasturirangan, Chairman Public Affairs Centre released PAI 2020. 

Pillar-Wise Performance 

PAI 2020 analysed governance performance on 3 main pillars – Equity, Growth and Sustainability. 

Nagaland was ranked highest with a positive score of 1.171 in the pillar of Equity which examined “the political economy of exclusion from the perspective of the states and UTs.”

Meghalaya topped the Equity pillar followed by Himachal Pradesh. Delhi was the bottom followed by Mizoram.

In the ‘Growth’ pillar, Nagaland’s ranking was worst with a score of -1.1588, just beaten to the bottom by Manipur at -2.648. Goa topped the category followed by Himachal Pradesh and Sikkim. 

According to PAC, the Growth pillar dwelt on India’s growth challenge and the concerns that need attention for sustainable development.

Meanwhile, in the Sustainability pillar, Nagaland was ranked 6th among the 11 states with a positive index of 0.069.

The pillar analysed the access to and usage of resources that has an impact on environment, economy and humankind, PAC said.

Goa topped the Sustainability Pillar followed by Meghalaya and Sikkim. Uttarakhand was at the bottom, followed by Himachal Pradesh.
