CANSSEA alleges illegal RoP cuts

Dimapur, October 13 (MExN): The Confederation of All Nagaland State Service Employees’ Association (CANSSEA) has taken strong note of what was alleged to be unauthorized deductions by government offices to disburse or process payment of arrears to employees. A note from the CANSSEA, demanding immediate stop to the practice, was received here today. 

The deduction is being made on the pretext of exerting “extra work” for preparation of Initial Pay Statements (IPS) and arrear bills, the CANSSEA said. The organization referred to a previous statement in the media asking all DDOs and cashiers of government offices to not make arbitrary deductions for disbursement of pay arrears to government employees. 

“To the contrary, as learned from various sources, many offices are making deductions from sources under the pretext of putting up extra work for preparation/persuasion of Initial Pay Statements (IPS) and arrear bills. We reiterate that this should be stopped forthwith, because the dealing/billing assistants are paid their salaries for doing such duties. In fact, CANSSEA have fought for it tooth and nail so that the fruits reach all concern as deserved,” the organization stated in its note. 

The CANSSEA also “observed” that the Accountant General of Nagaland “is not sincere enough” to issue ‘pay slips’ to officers in spite of having received the comprehensive order of the Finance department of Nagaland in connection with the 6th ROP 2010. The notification was dated August 10, 2010. “It is learnt that pay slips would be ready for issue only by last part of November 2010. 

Taking four months to prepare pay slips for issue is neither justified nor acceptable. Hence, he is requested to attend the same on priority,” the CANSSEA leaders. 

On other matter, the CABSSEA also informed that the annual conference of North East State Government Employees & Teachers United Front (NESGE&TUF), a regional organization under the All India State Government Employees’ Federation, will be hosted by the CANSSEA on November 30 in Kohima.
