Clarification sought from Police Department

I, being a concerned citizen of Nagaland, would like to seek clarification from Police department on the following point:-
Ever since Nagaland attended Statehood and Police Department came into being, there was no separate police manual or service rules to govern the forces. Therefore, the Nagaland Police were using Assam Police Manaul. I hope Nagaland Police follows APM till date. My observation in regard to police recruitment is done in a most improper way, discriminating many Senior Officers.

In Assam Police Manual and CRPC it is very clear that entry point for direct NGO is from the rank of ASLs and SLs however I find Nagaland Police recruiting direct Inspector of Police which is very much contrary to the rules. In this connection I would like to suggest one thing to the senior Police Officers and Officers in authority to advice Government not to discriminate Senior Sub-Inspectors and Assistant Sub-Inspectors who serve the people for many years expecting promotion but finally shattering all their dreams and sacrifices they renders. Thereby discriminating them and had to surrender and solute inexperience Officer who used to come to the department as direct Inspector.

My dear DGP and Senior Officers is it not your duty to protect the rights of your Subordinate? Politician may be in charge of your department but mind it even some minister may not be knowing the Law or service rules. Is it not your duty to advice them? The Law and rules are not only for the common people, it is for all. Therefore, if this kind of injustice are going on, I being a concerned citizen of Nagaland, would be compelled to file PIL against anyone. Please don’t take it as threatening but I meant it.

God bless Police Department because Police are the keeper of life and property of the citizen.
