Cops debate on mindset change for respecting human rights

Dimapur, April 3 (MExN): The 3rd Nagaland Police State Level Debate Competition on Human Rights issue was held at the Police Conference Hall, Chumukedima with C Kikon, ADG (Adm) as the chief guest here today.

Giving the keynote address at the function, the chief guest ADG (Adm) C Kikon said underscored the need of the Indian police to a community friendly force as the Indian police force is a force in a democratic country whose governance is people oriented welfare. 

C Kikon also said that the Nagaland police force is often accused of not observing the human right mandate. He said that there is no need for further elucidation about human rights; the only thing is that what is required to be done to ensure that human rights are preserved and protected constitutes the human right mandate. Kikon also said that the Nagaland police have been holding seminars and debates on human in order to sensitize the force.  

Today’s debate on human rights by the state police force gains importance as the state police has often been in the news for the wrong reasons of assault on public. The debtors who were mostly police lower ranked officers, debated on the topic ‘police professionalism and human rights mandate-need for change in mindset’.

The motion for the topic dwelled more on excesses committed by the police force, especially the use of third degree methods of interrogation and other sorts of abuses of power and called for a change in the mindset of the personnel. The against for the motion in the same vein also hit back by saying that the police force is just doing its duties as laid down by the laws and procedures of the constitution. 

One interesting point made by the against for the motion was that when a civilian was killed or assaulted by the police, there are unabated condemnations from all corners of the society, but when a police personnel was killed by a civilian or others, then there is no condemnation, what-so-ever. And more so interestingly, the moderator of the debate, the commander of 11 NAP (IR) Bn, L Singsit open heartedly supported that point. 

Anyhow the debate concluded peacefully, with one debater from the motion side, SI Picto Achumi, DEF Kohima winning the first prize, while the second prize was bagged by Constable Zunchamo from DEF Wokha. The third prize was jointly shared by by Dy SP Shiluwapang, ABSI Temsu Jamir and ASI Zavio, sharing the third prize.

‘School debate’
Member of the jury, Monalisa Changkija, Editor of the Nagaland Page, said that today’s quiz was more like a ‘school quiz’ rather than an intellectual debate of the prestigious police department of the state. 

Monalisa Changkija, while giving a very critical opinion of today’s debate, was of the opinion that most of the debaters did not keep in touch with the current events of the world and the country. She was sure that most of the debaters must have been picked up by the senior officers and had no option but to join the debate. 

However, Changkija was optimistic about the participants and hoped that they would learn more and go on to participate in the regional and national levels.

“Naga manu khan do trail and error method pare-i chaledaki” said Monalisa Changkija and hoped that the participants would take a good example from today’s debate and be more expressive in the future.

It may be mentioned that this is the third time that the State Police Deparrtment haas initiated such a debate on important issues with a hope that it would improve the image and dealing of the police personnel when it comes to maintaining law and order in the society.
