DCN urges use of local sign language for inclusive communication in Nagaland

Dimapur, April 16 (MExN): The Deaf Community of Nagaland (DCN) has called on government departments, institutions, and event organisers to prioritise the use of sign languages in official programmes and public communications to ensure meaningful inclusion of members of its community.

In a statement, the DCN said that it has been using American Sign Language (ASL) and Nagaland Sign Language (NSL) as its primary language for 40 years, and underscored that access to information in an appropriate and accessible language is essential for participation in society.

Citing provisions of the Rights of Persons with Disabilities Act, 2016, and the National Education Policy 2020, the DCN emphasised that sign language interpretation at official programmes, meetings, and public events should be delivered in the language used by the local Deaf community.

The organisation further recommended that training programmes, workshops, and capacity-building initiatives in the state give due preference to NSL to facilitate effective communication and equitable participation.

Drawing a parallel, the DCN stated that just as English functions as an official language for the hearing population in Nagaland, NSL should be recognised as the primary language of the Deaf community, through which individuals access information, express themselves, and engage with society.

It also cautioned against treating sign language interpretation as a symbolic or token gesture, stressing that interpretation should be provided where Deaf individuals are expected to participate and must be delivered in the appropriate sign language to ensure genuine communication access.

The DCN maintained that decisions, policies, and initiatives concerning Deaf individuals and sign language should be undertaken in consultation with the community. It asserted its position as the registered body representing the Deaf community in Nagaland and called for recognition as a key stakeholder in related matters.

Highlighting concerns over accessibility, the organisation noted with concern that failure to use appropriate sign language or to consult the community could create barriers to access and undermine meaningful inclusion.

To this end, the DCN called upon all concerned authorities to take immediate and appropriate steps to ensure true accessibility, representation, and inclusion for the Deaf Community of Nagaland.
