Discrepancies in NREGS implementation : Congress

Kohima, December 9 (MExN): At a meeting of the Nagaland Pradesh Congress Committee with DCC Presidents of the state held at the Congress Bhavan today, NPCC pointed out serious irregularities pertaining to National Rural Employment Guarantee Scheme (NREGS). Bongkhao Konyak, media cell of NPCC in a note stated that while the meeting was convened to discuss important matters relating to NREGS, Media and RTI (Vigilance) vis-à-vis the rights and welfare of the people, also noted that deliberations at the meeting with regard to NREGS unearthed lack of proper and sufficient training coupled with lack of trained personnel at the rural level. It was also not amused at the irregularities of most ‘deputed/designated staff in the field (District Blocks level)’ that the congress alleged were “absenting”. 

Drawing attention to the discrepancies in the implementation of NREGS, NPCC queried the state govt.’s failure in disseminating “Information Education and Communication (IEC)” to the grass root level. It also pointed out serious violations with regard to the use of machinery like “bulldozer, JCB, etc” which NPCC asserted is in “complete violation of NREGS guidelines”. NPCC also brought to notice ‘failure to install on line Management Information System – Internet connection (MIS) in Block Level (BDO)’. Lamenting the delay in releasing the state share of NREGA funds for 2008-2009, the NPCC however also stated that the state share was meager and insufficient. Congress also alleged that there were “manipulation, diversion and mis-use” of NREGS fund taken advantage by “unscrupulous politicians” by way of grants as “political quota”. It also expressed dissatisfaction at the ‘dismal and not up to the mark’ issue of job cards to the need based people of the NREGS.

The Congress meanwhile described today’s meeting with PCC Cell members and DCC Presidents as ‘meaningful and fruitful’. The meet was also held with a view to create awareness and to sensitize the members and equip them for challenges at the grass root level.
