ENPO resentment reaches PM’s office

Mon, February 17 (DIPR): Addressing the Mon District Planning & Development Board meeting, M.C. Konyak, Minister for Forest, Environment, Ecology & Wildlife and Excise & Chairman DPDB, Mon stated that the recent public resentment of the ENPO has reached the Prime Minister’s office.
The meeting cum Annual Picnic was held at the Fishery Pond of Khoiwang, President, KU (Below Yuching village) on February 15 under the chairmanship of M.C. Konyak. Calling all the DPDB members and the Government officers present to build cordial relationship with the people of the district, the Chairman said that isolation with the people has created misunderstanding, resentment and discontent between the Government and the public. He also said that posting of Government servants in the interior districts like Tuensang, Mon, Kiphire and Longleng should not be considered as punishment but rather consider it as an opportunity of educating the backward people and changing the mindset of the people. Appealing to all to cultivate the culture of mutual understanding with the mass, he said that in the absence of close relationship with the people, the public have a mindset that the Government has neglected them and finally raised public resentment in various platforms. He also informed that the Government is doing its best to provide peace and security to the people so that Government officers can discharge their duties freely and without fear or favour.

Speaking on poor implementation of communitization programme in the village, M.C. Konyak said that the concept of communitization is a noble idea of empowering the community for effective implementation of Government’s schemes successfully at the grass root level and urged upon the members to educate the people. Maintaining that Politicians and Bureaucrats are like husband and wife, he said both are equally accountable for any achievement or failure in the department and requested the officers to keep close contact with the elected representatives for joint venture. He called upon the Heads of the Departments to submit proposal and requirement to their respective departments before the next Budget session.
Minister for School Education and SCERT, Nyeiwang Konyak in his short speech said that the purpose of conducting DPDB meeting at the Fishery Pond is to expose the success of Fish farming which is a self employment project of Mr. and Mrs. Khoiwang.  Pointing out that enough fund is available under SSA, RMSA, NREGA, and other projects of the Agri and Allied departments for self employment, Nyeiwang urged upon the officers to utilize the fund judiciously for visible development and boost the economy of the district.
Senior elected member of the district, Chingwang Konyak said that DPDB is an important aspect of planning process at the grass root level which is held monthly to review the developmental activities and implementation of any development in the district and urged the officers to give suggestions and feedbacks in the meeting. Asserting that monitoring and education are important aspects of development, he said it is the duty of the officers and field staff to see that funds are utilized properly for the benefit of the people. Referring to the centrally sponsored schemes, he said unless utilization certificate is submitted in time and the project is implemented properly funding will automatically stop. Citing that major development has not reached the targeted people due to lack of education and unawareness of the Government’s policies, he said it is the duty and responsibility of the departmental officers to educate and give awareness about the policies and programmes of the Government so that the people can know and understand their rights and entitlement and avail the opportunity.
Deputy Commissioner, Mon Dinesh Kumar, IAS said that DPDB Meeting cum annual picnic is held outside the district Headquarter with the people of that place to have interaction and give awareness to the people about the developmental programmes of the Government. Informing that 17 substitute workers has been identified in the district hospital, Mon whose salary has been held up as disciplinary action, the DC directed the heads of the department in the district not to entertain any substitute worker in their respective department and urged to do away with illegal work cultural. The meeting started with review of the last meeting minutes and approved construction of road from Wakching to Aboi, Water supply to Wakching and Diversion of road at Borjan.  Regarding construction of Public market in Mon town, the Board has directed the Administration and the Mon town Council headed by ADC, Mon to identify a suitable location. Regarding opening of new SBI bank at Tizit, The project Director, DRDA has pointed out the difficulties faced by the people of Tizit block. He informs that Tizit block has not avail any loan under SGSY Schemes due to absences of any Bank at Tizit. As learnt from reliable source that UCO Bank has assured to return back to Tizit, the board decided to urge the UCO bank to open their branch at Tizit at the earliest. Failing which the board will request the SBI to open its new branch at Tizit.
The programme concluded with vote of thanks from EE, Irrigation. Earlier program started with invocation by Pastor, Yuching Baptist Church. Elected Members C.L. John, MLA & Chairman, Marcofed; Aloh Wangham, MLA & Chairman DAN and Lanpha, MLA also attended the programme.
