FACTUAL/VERIFIABLE STATUS OF MISHIKITO VILLAGE

1.    Hon’ble Gauhati High Court (Kohima Bench) Order Vide  No.WP( C ) No.8(K) 2002 & WP( C ) No.3(k)/2003 as on 16/05/2007 directed Thilixu Village and others (Mishikito, Toulozouma, Thahekhu Block-7 & Selouphe) at Rangapahar wildlife sanctuary to maintain status quo till the matter is settled by the State Government.  

2.    Land Record & Survey Officer Dimapur (LRSO) official map (2007) clearly sketched out Mishikito Village within erstwhile Rangapahar reserve forest.  

3.    Deputy Commissioner Dimapur ‘s Order  vide No. GEN.-10/2001-D/3619-22, Dated 04/08/2009 restrained undertaking of any new construction/display signboards within the area directed by the Hon’ble High Court to maintain status quo.  

4.    The Government of Nagaland, Home Department- through its letter vide.No.GAB-8/DMP/76/2012 dated Kohima the 17th September 2013 directed  the Deputy Commissioner Dimapur to entrust  western Sumi  Hoho in the  verification of the boundary between Thilixu & Mishikito.  

5.    Deputy Commissioner Dimapur Letter No.Rev.9/2001-D/100662-65 Dated Dimapur 14/10/2013 communicated to the Western Sumi Hoho to take up the boundary issue of Thilixu, Mishikito, Thahekhu -Block-7 & Selouphe.  

6.    Submission of Boundary issue spot verification report by the Western Sumi Hoho signed on 30/11/2013. Quote ” 

(1).The present land which is occupied and established as villages by Mishikito, Toulazouma, Thahekhu block-7 and Selouphe  were under  Rangapahar  Reserved forest land which falls clearly outside Thilixu village.  

(2). These villages has distinct boundaries of their own and as such, there should be no dispute amongst the villages of Thilixu, Mishikito, Toulazouma , Thahekhu block-7 and Salouphe. Each village has separate entity.  

(3).Assembly constituency of Thilixu falls under 4 Ghaspani-1, on the other hand Mishikito, Toulozouma , Thahekhu Block-7  & Selouphe falls under  Dimapur III. Mishikito alone has 423 voters with separate electoral roll.”  

7.    The Deputy Commissioner, Dimapur, through its letter Vide No. No.Gen-5/2014-D Dated 19/05/2014 forwarded the application for Recognition of Mishikito village to the Commissioner of Nagaland. Accordingly, the village recognition is under process, with the consent of the  Hon’ble Home Ministry.  

In the premise of the practically verifiable factual position enumerated above, the Mishikito Village Council hereby clarify that apart from the State Government, people of Mishikito are subjected to no other external authority. Any attempt made to subjugate/ destabilize Mishikito would not only violate the State Government standing order but will amount to the contempt of Hon’ble Gauhati High Court directives.
