Govt notifies on Nagaland PWD Code

Kohima, October 19 (DIPR): Whereas the Nagaland PWD Code was made before the creation of various Engineering Wings attached to various Departments, and therefore, the procedure for execution of civil works by those Departments having their own Engineering Wings have not been dealt with in the Nagaland PWD Code, thereby creating certain confusions and delays in the execution of civil works by those Departments.
Therefore, pending the finalization of the process of revision of the Nagaland PWD Code which is being initiated, the following procedure shall henceforth, be followed in the matter of execution of civil works by those Departments having their own Engineering Wings, in respect of civil works for which budget provisions are kept in the Demand for Grants relating to their own Departments:
All technical estimates/DPRs which are beyond the power of the Engineer in charge of the Department shall be submitted to the Office of Chief Engineer (Housing) for technical approval.  If the office of Chief Engineer (Housing) does not give technical approval within a period of 21 days without giving any reason, then the Technical Estimate/DPR would be deemed to have been approved.
After obtaining the technical approval, the process of tendering, evaluation of tenders, constitution of Tender Committee, acceptance of tender and award of contract etc shall be done by the Engineer in charge of the Department with the prior approval of the Department.  As per standing order of the Government, all projects costing Rs. 5.00 crores and above shall first be approved by the State Level Project Implementation Committee through the Planning & Coordination Department. The administrative approval/sanction for execution of the civil work shall be obtained from the Department concerned through the Head of Department.
However, the Chief Engineer (Housing) shall have the power to supervise the execution of all civil works for which he has given his technical approval, in order to see that the works are implemented as per the approved estimate and as per the required technical specifications and standards.  He shall also have the right to summon the Engineer in charge of the project at any time in the course of exercising his supervisory functions.  He may also take up the matter with the concerned Head of Department and the Quality Control Board, as and when deemed necessary.
