HSRP-Revenue or Registration

The article published on 27th June 2012 under the caption “HIGH PRICE OF HSRP” by Hukuto Khulu and “HSRP PLATE FIXING CHARGE” by Mhon Ngullie. I, in support of them would like to put few queries and suggestions to the concerned authorities of the transport department.

High price comparing other states in India and lack of proper guidelines has been  surfaced in our State Nagaland, as the code of procedures of registration to be followed by vehicle owners varies from district to district. Here, my view is based on the information from among the vehicle owners including my personnel encounter with transport staff and not obtained from any transport office.

Comments:. 1. In Kohima, vehicle insurance is not mandatory if vehicle is genuine and valid, whereas, 2. In Dimapur, vehicle insurance is the criteria, causing burden to the genuine owner. 3. Fixing plate charge is a new episode in Wokha and so on… it shows incompetence and ignorant on the part of the department.

I was also applied for HSRP. The office issue me receipt with specified a date of delivery but failed to do so on such stipulated date, my second visit too unsuccessful on the third time, one staff told me they could not trace my file. I was frustrated and questioned a staff, for they have no reason to tell, an employee told me, it depend on luck to get a plate in time, which I felt awkward to hear and left. I am not the only one who is facing such a situation but everyone. It is therefore requested DTO and staff that we know you are doing your best but kindly issue HSRP, Phase wise informing through media referring date of application but not haphazardly as doing now, since present system creating unwanted situation and wasted many of our days.

Right from the beginning high price issue has been raised through media by various organizations and individuals but still the department could not clarify its position in regard thereof. If the issue raised by Hukuto Khulu is authenticated why not implement the same in our state and charging at exorbitant rate? Can the department or the government give assurance to recover HSRP installed vehicles in case of lost?

In regard of vehicle insurance, the vehicle owner is solely responsible and keeping at his/her own risk to avoid hardship and inconvenience caused to the genuine owners, condition of insurance should be relaxed.

The govt should always lend maximum possible help for the welfare of the public but not like in this manner. Why we always talk about taxation/extortion to specific groups of our own people, common people has every right to call department as extortion, unless the department clarify to the public (vehicles owner) about high price.

It is also our fellow Naga public that we are in the habit of getting things done very easily within a short span of time for our own but has big limitation for common goal of the future in raising issues together to suggest corrective measures to the authority to rectify and transform the system of working into a better nature.

Let the battle go on, and if the HSRP rate is found illegal at any stage, we shall urge the govt to refund us. Let us voice together.
