The story of permit system goes back to Bengal Eastern Frontier Regulation 1873 and Chin Hills Regulation 1896 which the looter British brought under the ‘Isolation Policy’ for the North East Frontier Tract (Present Arunachal Pradesh) intending to prevent Hindu people of other states from entering into these areas and allow only British subjects and Christian missionaries for converting the hapless people of the area. At present ILP continues in Arunachal Pradesh, Nagaland, Mizoram and of late Manipur.
Nehru was under influence of Rev. Dr. Verrier Elvin and J.J. Nicholas Ray (A Khasi Church leader) who were acting as the advisors to Prime Minister Nehru on tribal affairs in NE region. Nehru brought the Foreigners (Protected Areas) Act 1958 and continued the secessionist ILP.In 1964, Nehru banned the entry of Hindu Sadhus into these sensitive bordering mini-states adjoining China, Myanmar and East Pakistan (now Bangladesh) but allowed American, British and other foreign missionaries for bringing light and ultimately solvation to pagan, heathen, wild, savage, dirty and satan-worshipper tribes of these states destined to eternal hell-fire.
The introduction of the Inner Line Permit was based upon the humble notion of preserving the indigenous religion, culture and customary characters of all the tribes inherited from the forefathers. It was also designed to prevent the influx of migrants. But the very purpose of ILP is entirely defeated and it proves to be a strong hurdle in coming of national and foreign investmentas because no land can be given to corporate houses because of Art. 371 A and ILP. As a result, the economic growth of Nagaland is almost stagnant or comparatively receding causing huge unemployment. Corruption at all level is sky high. ILP is strong hurdle in assimilating process of Nagas with rest of the country.
Status of Dimapur
Dimapur, also known as Che-dima (city on theDima or Dhansiri river), is the ancient capital of the Kachari kingdom with evidence of a thriving civilization dating back to the 10th-13th centuries evident in the Kachari Ruins and other remnants.Dimapur was founded by the Kachari King Maharaja Mahamanipha (Sanskrit name – Maharaja Makardhwaj Singh also known as Khungkradoa Raja) who ruled from 1330 to 1370.Dimasa Kingdom flourished in the area before the Ahom invasion in the 13th century. It remained as the capital of Kacharis until it was captured by the Ahom ruler Suhungmung in 1526 AD.
During World War II Dimapur was the centre of action Between British Bharatvarshand imperial Japan. Allied reinforcement came through Dimapurby rail and road for the push against Japanese. An airport at Dimapur was also in use for supplies to allied forces in Burma.
Assam Leased Dimapur to Nagaland
In 1918, Dimapur was leased to then Naga Hills District (now Nagaland) by the erstwhile Assam Province of British Bharatvarsh for 30 years for construction of railway lines. In 1963, it was again leased to now state of Nagaland for 99 years. Thus, Dimapur belongs basically to Assam and Nagaland Government does not have any authority to impose ILP here without approval of Assam Government and Central Government.
ILP In Dimapur
Recently, Nagaland Government has extended the Inner Line Permit (ILP) to the district of Dimapur.
• This step was taken to exempt the entire district from the purview of the Citizenship Amendment Bill (CAB).
• So far, Dimapur was the only place in Nagaland which was not under the ILP system because the district is a commercial hub and has the mixed population often referred to as ‘Mini Bharatvarsh.’
• Recently, Manipur has also been brought under the purview of ILP system. Even after ILP in Manipur, foreigners from Bangladesh and Myanmar are pouring in this state but this ILP has provided a valid instrument to harass genuine citizens (the Hindus) from other parts of the country giving boost to secessionist movements.
• Throughout Nagaland, the ILP system is used as a strong tool to harass the Hindus hailing from other parts of the country. With the coming of ILP, Dimapur will also become the hub of extortionists, separatists and extremists which will compel the business houses to flee from Dimapurat every available opportunitygiving a golden chance to separatist elements to fill up the gap. This will shatter the fabric of unity, integrity and sovereignty of the nation. ILP is used by separatist and terrorist Naga Christian organizations numbering 28 today to further their bogus argument that Nagas are not citizen of Bharatvarsh whereas they cannot survive without our money and materials including food grains, meet supplies, road and building materials, medicines and all other requirements necessary to sustain a life.
• Thus, the entire northeast Bharatvarshhas been exempted from Citizenship Amendment Bill (CAB) except Sikkim and non-tribal areas in Assam and Tripura.
• If we look at the map of northeast region, ILP is in operation in all the bordering states of Arunachal Pradesh, Nagaland, Mizoram adjoining China, Myanmar and Bangladesh. All these states are infested by American Baptist Christian missionaries and Catholic Church spearheading separatist violent movements in NE Region supported by Deep State of America, Open Society Foundations of George Soros, an infamous drug smuggler of USA and many Church organizations headquartered in Washington DC, Geneva, London and Amsterdam (Netherland).Amsterdom is the hub of Th. Muivah, his NSCN (IM) and NSCN (IM)’s sister terrorist organizations.
• Today, Manipur is the worst victim of these conspirators who are burning Manipur since May 3, 2023 till the date and it appears that there is no respite in Manipur terrorism in near future.This has killed over 300 innocent people from Meitei Hindu community and Kuki Christian communityand rendered 60, 000 people homeless compelled to take shelter in makeshift refugee camps with no human amenities for what gain?, nothing but loss and loss only, the wounds of which will take decades to heal up if healing process is taken honestly now onwards and tough stands are taken to prevent the resurfacing of such heinous occurrences. The masters of Manipur mayhem sitting in USA are clapping their hands for success in their conspiracy.
• The Government of Nagaland is advised not to bring ILP in Dimapur and Chumukedima districts if Nagaland is to be developed. The Kohima should never succumb to undue pressure brought over by anti-people and secessionist organizations masquerading as youth organizations and civic bodies - all funded by Church and foreign NGOs.
