By nature, the moveable properties and assets are more susceptible to risks than immoveable assets. Therefore, Insurance Companies are created to replenish (make-up) the accidental loss of the concerned properties, by paying certain Premium annually to the Insurance Companies in the Industrial Economic graph of management after observing strictly to lay down rules, supported by documents between the parties not exactly covering the third party initially.

The public entertaining vehicles like public buses, private taxis, mini-tata, or vehicles carrying dangerous goods are liable for the third party insurance axillaries whereas, vehicles under complete controlled of ownership like government vehicles attended with authorized drivers and private individual vehicles, owner driving/single hand driving are not within the purview and stand normally optional for insurance with all the responsibilities lie on the owner in compliance to the theory of freedom of rights in democracy, similar to Air-flights to any place, Insurance is optional.

The State of Nagaland, presently dealing with several factions in fighting for Naga Independent/ Integration living in different states and also involving in black marketing business, may or may not create complication to the vehicle owners and insurance companies for the vehicles used in kidnapping cases also.

Never competing or challenging the authority and proposal published in local papers for third party insurance, the usual existing/continuing option may be better system and opinion of many with more time observation. An Act concerning the citizens of a “Part A” state in the Dominium of India is procedurally through notification in the state gazette, for Nagaland state, since December 1963 (statehood) for smooth function of government in honour and respect.

Presuming, at the same time in the absence of proprietorship of insurance companies owned by native citizens (state) and its recurring operations will not benefit the Nagas, may even purposefully avoiding the Nagaland State Co-operative Banks where patriots and state citizens are expected to operate all transactions through Self State Banks. Frankly speaking, the Post Office deposit introduced about two decades or more back were misappropriated amounting to few lakhs of rupees recently, published in news media.

Every district headquarters office with Tribal Traditional Court (D.B. Court) and sector-wise Court are being utilized presently for solving such cases in public interest, never neglecting/overlooking the laws and the incumbents. In fact relieving the troubles and duties of the concerned department is a relief to the government as well.

The state is slowly catching up the privileges/facilities of civilization in various places in the state with hard earned cash and taxing for the third party insurance may not deemed fit and the details of the vehicles district-wise and rates of tax is to be propagated with advantages versus disadvantage to the citizens. The excess vehicles in the capital and Dimapur cannot be taken as standard to judge remote villages in the state where hardly several vehicles may be plying in a day.

In remote villages, toning of the vehicle horns invite both the sides safe passing-bys used to criss-cross the road (experienced Mon District Tamlu to Mon via Wakching) where Motor Vehicle Act 1988 does not carry any meaning, in fact third party becomes liable to pay fines for unexpected damages of vehicles saving human life for no fault of the drivers. It is expected that where the Act is enforced the public may become more aggressive and careless inviting more troubles.

In the city of Bhopal the bell for two wheelers are not used for fixing easy responsibilities. So far, it is expected that there is no pending cases of vehicle accident in the state as the Nagas are all straight forward and sincere in nature. Private vehicles with required necessary documents should not be delayed and harassed in vehicle checking. The defaulters of the vehicle owners can be easily found out from Transport Registration Office avoiding duty-bound/time-bound travelling vehicles, say heading for air-flight with specified fines payable provision time to Registration Office. The elite police personnel may be associated in checking the vehicles/authorized to pass the travelling vehicles in checking besides the magistrates. Let the self-teaching provision stand.
