The first day of the 2nd session of 13th Nagaland Legislative Assembly (NLA) was held on September 18. During the session, Minister for NPWD Tongpang Ozukum stated that the tender for the construction work of Khughu Bridge between Kichilimi and Ustomi under PWD (R&B) Atoizu Division was cancelled for the 4th time due to non-fulfillment of tendering procedures.
Replying to MLA Y. Vikheho Swu, he said the 5th call was opened on September 5, 2018 and the tender evaluation is under progress. The work order will be issued after the technical and financial formalities are completed, the minister added.
On Tsuyi Bridge between Ghathashi and Hebolimi under PWD (R&B) Pughoboto division, the minister replied that technical and financial formalities have been completed. He also stated that there was some delay to complete the evaluation process, resulting in the expiry of the bid validity. The department is waiting for extension of time from the Ministry to award the work.
Regarding Tsuyi Bridge between Natsumi and Asukiqa, the minister replied that the department is waiting for extension of time from the Ministry to award the work.
On Sanuoru Bridge
On being asked why the work on Sanuoru Bridge (Secretariat road Kohima) has not started till now when sanction was accorded in 2015, the minister replied that although the work was sanctioned during December 2015, the work order was issued only during July 2016.
The work could not start immediately due to rainy season.
The minister also stated that as the contractor mobilized to start the work by February 2017, the work was stopped by the land owner. The land owner problem is now resolved, but the work could not start till date due to rainy season, he added.
Six roads substituted
Regarding six number of works approved “In Principle” under EI & ISC from the Ministry of Roads and Transport, Ozukum informed that six number of works has been substituted which includes construction of road from Mbaulwa to Athibung via Beisumpui (phase- II) (from km 16.00 to km 32.00) length 16 km, upgradation of interstate road from Bokajan/Wokha road to R. Hovishe via Aghunaqa Hq.Dimapur (length 25 km), construction of road from Jalukie- Beisumpuikam village to Dhansiri Diphu, Assam (Length 23 km), construction of road from Doyang reservoir area to Mokokchung- Zunheboto- Wokha bridgehead (NH-02) via Riphyim Old, Riphyim New, Chungsu Old & New, Nungying, Seleku and Tsungiki village (Length 30 km), construction of road from NH-02 to Mongtikang junction at Dikhu river (Length 20 km) and construction of two lane road from Yongnyah EAC Hq to 186 MW Dikhu Hydro Project (Length 22 km).
The minister also informed that six number of new works has been proposed against the previously “in principle” approved.
It includes upgradation of road from Tenning to New Peren HQ under EI scheme, Phomching Hqr to Longding Hqr (Arunachal Pradesh) via Wetting Lonzang, Pukha (ISC), United village (Niuland Rd jn) to Changajan (Bokajan via Nihoto, Lhotovi, Luzheto, Togugha, Sunito and Homeland Dimapur (ISC), construction of road from Tseminyu to Ehunnu via Gukhnyu (EI), upgradation of road from Thonoknyu to Waphur (EI) and upgradation of Janpetkong road from Chanki- Wachen to Molungkimong- 47 km (Phase- 1, 22 km) under Mokokchung district (EI).
The minister informed that the six number of works approved “In Principle” by the Ministry of Roads and Transport has been substituted due to the non-sanctioning of projects even after a lapse of 1 to 3 years. Ozukum further informed that more important road projects which needed immediate attention were proposed to substitute the old ones.
