KMC no-confidence motions fail due to lack of quorum

The no-confidence motions filed against the Chairperson and Deputy Chairperson of the Kohima Municipal Council (KMC) have been declared null and void after the scheduled meeting to deliberate on the motions failed to meet the required quorum.

A no-confidence vote had been submitted by the elected councillors of the KMC against Chairperson Neikhozo Suokhrie and Deputy Chairperson Khrielievi Chusi under Section 15 of the Nagaland Municipal Act, 2023, on October 9, 2025.

Following this, the office of the Deputy Commissioner, Kohima, scheduled a meeting of all elected members of the KMC, excluding ex-officio and nominated members, on October 22 at the KMC office to consider the motions.

However, according to an official order issued by Deputy Commissioner B. Henok Buchem (NCS), only 6 elected members attended the meeting. As per Sub-Section (2) of Section 15 of the Nagaland Municipal Act, 2023, a quorum requires the presence of more than half of the total elected members. Since this condition was not met, the meeting could not proceed.

“In view of the lack of quorum, the motions of no confidence against both the Chairperson and Deputy Chairperson have failed and are hereby declared null and void. The proceedings of the meeting stand dissolved,” the order stated.

Consequently, Neikhozo Suokhrie and Khrielievi Chusi will continue to hold their respective offices as Chairperson and Deputy Chairperson of the Kohima Municipal Council.

The Deputy Commissioner further stated that this declaration has been issued for the information of all elected members of the KMC and will be recorded in the official records.
