Mizoram Finance Minister presents budget 2011-12

Aizawl | July 15 : Mizoram finance minister H Liansailova on Thursday presented the annual budget of the state for the current fiscal amounting to Rs 4,216.09 crores with an estimated closing deficit of Rs 30.75 crores. While Rs 1,700 crores was allotted by the Planning Commission as the state annual plan outlay, the non-plan component amounted to Rs 2,410.27 crore and the devolution of fund expected from North Eastern Council (NEC) and Centre sponsored scheme were Rs 54.90 crores and Rs 50.90 crores respectively.
Within the approved outlay of Rs. 1700.00 crores, it is  propose to allocate the following amount to different sectors as follows: (i) Agriculture & Allied Activities Rs.351.30 crore (ii) Rural Development -Rs. 39.10 crores (iii) Special Area Programme - Rs. 84.35 crore (iv) Irrigation & Flood Control Rs.78.56 crore (v) Energy -Rs.91.25 crore (vi) Industry Rs.27.65 crore (vii) Transport - Rs. 129.56 crore (viii) Communications Rs.3.80 crore (ix) Science, Tech. & Environment - Rs. 2.01 crore (x) General Economic Services- Rs. 123.19 crore (xi) Social Services - Rs.534.65 crore (xii) General Services - Rs.234.58 crore. Mentiobaly for MLA Local Area Development Scheme  propose to allocate Rs. 1000.00 lakh to be utilized at the rate of Rs.25 lakh per constituency as the scheme is to be continued in this financial year.  
Plan Grants from Finance Commission the Thirteenth Finance Commission recommended Grants for taking up projects on plan account, which will be duly utilized within Annual Plan. As per the Annual Plan approved outlay, an amount of Rs. 89.14 crores is earmarked to be spent under this account for the current financial year 2011-12. Improvement of Sports Infrastructure  Government of Mizoram is recognizing the fact that there are lots of hidden talents among the youths. In order to unearth these talents and to provide opportunity to young generation, this ministry has intended to construct a full fledged stadium at Mualpui, Aizawl called Rajiv Gandhi Sports Stadium. The construction has already been started a year ago and then, in order to continue this project, I propose to allocate Rs. 15.00 crores for the current fmancial year.
Moreover, this Ministry has also laid Astro- Turf (also called Artificial grass) at AR Lammual; Aizawl and also has proposed to do the same at Thuamluaia Mual; Lunglei. Allocation has also been made in the Annual Plan at the level of Rs. 4.00 crores to be utilized for the said purpose within this fmancial year. New Land Use policy ,for the year 2011-12, Rs.234.00 crore is allocated for the continuous implementation of New Land Use Policy ( NLUP). Moreover, Rs.15.83 crores is expected to come from Centrally Sponsored Scheme (CSS) through convergence for NLUP.
Requirement for Salaries under Non-Plan, Plan and CSS for the current financial year are estimated at Rs. 1212.99 crores, Rs.225.26 crore and Rs.9.47 crores respectively. Therefore, the total expenditure on salaries is estimated at Rs.1447.72 crores. A  larger portion of the Annual Budget is required to be set aside for Revenue expenditure in order to meet the requirement of Salaries, Pension payments, Interest Payments. Besides implementation of Pay Revision of regular employee of the State Government, minimum wages of various categories of Muster Roll employees currently enrolled under the State Government have also been raised at 30 per cent.
