MLA Rhütso bats for reformation of Nagaland Reservation Policy

The MLA of the 9th Kohima Town Assembly Constituency, Dr Tseilhoutuo Rhütso today expressed the need to bring reformation to the existing Reservation Policy in Nagaland.

The present policy benefits the ‘so-called creamy layer’ rather than genuinely underprivileged and voiceless communities, he reasoned, addressing the addressing the Silver Jubilee cum Sports Meet of the New Reserve Youth Organisation (NRYO) on December 17.

Dr Rhütso further questioned whether the reservation system truly benefits the intended recipients or primarily serves those who are already well-off.

"Reservation is being availed by the well-to-do—those residing in Kohima, Dimapur, Bombay, Delhi. Those who belong to tribes under the reserved category but are children of officers and directors and not deserving candidates," he maintained, flagging the deficiencies.

Dr Rhütso observed that many people from communities not covered under the reservation system continue to struggle with basic needs, noting that belonging to a particular community does not automatically grant access to reservation benefits.

To this end , he suggested that the affluent individuals within reserved communities be excluded from the unreserved category. 

If the reservation policy is properly restructured, equal status could be achieved within 10–20 years, the legislator further claimed. 

Dr Rhütso said the 9th Kohima Town AC belongs to all communities; it belongs to all tribes and religions and stated that if it can set examples, other colony members can replicate.

Speaking about the Chief Minister's Mobile Operation Theatre (CMMOT), a government-backed initiative which has been running for 11 months, he underscored the purpose and success of the initiative in reaching every nook and corner of the state. 

"This is the service and contribution I can give back to all the tribes," he said, highlighting that  the last 11 months, the CMMOT has visited 21 health centres and undertaken over 1,000 surgeries. 

The CMMOT aims to cover 25 places by January 26, when it will complete one year, he added.

Meanwhile, Dr Rhütso stated that 25 years is a milestone and the Jubilee should bring forgiveness, encourage unity and inspire doing good as well as dedication and consistency.

Rhütso further encouraged attendees to remain united, adding that it is not difficult for a society to progress and develop if the community remains united.  "Government is ready to help if there is honesty and participation of the public with a mindset of ownership of all infrastructure and public amenities," he added.

He also urged youths to focus on their own efforts, noting that their future is not determined by their parents’ social or economic status. "Just because your parents were officers, you cannot be assured a well-off life; or just because your parents lived hand-to-mouth, yours will be the same forever.”

Also addressing the gathering as the guest of honour, Nagaland Director General of Police (DGP) Rupin Sharma noted that the road conditions in New Reserve Colony remain a cause of concern. 

Despite the colony being prominent for housing police personnel and their families and home to institutes like the State Cattle Breeding Farm and Police Engineering Unit, road conditions have remained dilapidated for many years.

"Despite efforts by different individuals, these funds are not adequate for what needs to be done," he said. 

The DGP lauded the NRYO for being involved in many positive activities. 

He also noted that the police ground needs maintenance, while highlighting that funds remain insufficient. 

Assuring to look into the matter, although nothing can be promised, Sharma said avenues such as CSR or donor support will be explored.

Speaking on policing in Nagaland, he advised people not to take the law into their own hands. "If you know someone involved in crime, utilize the help of law enforcement agencies," Sharma said. He warned that taking the law into one’s hands leads to legal complications and creates enemies.

On tackling substance abuse, Sharma pointed out the presence of liquor and drug use that needs to be addressed. He urged the public to report any such incidents and support the police.

President NRYO, Vikuosalie Zashümo, in his presidential address, said the theme reflects a philosophy of using history to inform and shape a positive future rather than being bound by the past. "This approach involves learning from past successes and mistakes, preserving heritage, and transforming lessons into practical insights for what comes next," he added.

Greetings were also delivered by Panchayat Chairman Vikehiekho Kintso, who noted that the colony, together with police quarters, has been considerably peaceful and encouraged the community to set aside differences and work for the welfare of the colony.

New Reserve Women Organization (NRWO) Chairperson Avuno Vizol Liezietsu and First President of NRYO, James Liezietsu, also delivered greetings. Rev. Tho-o Neihu, Pastor, Nagamese Union Christian Revival Church, pronounced a special prayer for the youths.

Other highlights of the event included a male voice and jubilee choir. Earlier, the special guest unveiled the Jubilee Monolith at New Reserve Panchayat Hall. The programme was led by Blisto Soto, former NRYO member, while Kedovipra Kuotsu, Advisor, CYE, Christian Revival Church, New Reserve, pronounced the prayer.
