MPLADS fund misuse for Kiphire alleged

DIMAPUR, MARCH 22 (MExN): The Member of Parliament Local Area Development Scheme (MPLADS) for Kiphire was not implemented though funds were released, according to a representation made to the Chief Secretary of Nagaland by R Setsipi Sangtam, Kiphire Town Council member. The complainant who is also Joint Secretary of the Eastern Nagaland Contractors and Suppliers Union has sought the intervention of the Chief Secretary and called for “immediate necessary action to the/those officer(s) and person(s) involved for misuse of fund meant for construction of town hall at Kiphire”.

Lamenting that till date no action towards construction of the Town Hall has been undertaken despite the declaration of giving Rs 1 crore towards the building by Chief Minister Neiphiu Rio during his 2003 official visit at Kiphire, the representation said Nagaland Lok Sabha MP W Wangyuh Konyak had sanctioned Rs 20 lakh against the construction of the said hall under the MPLADS 2004-05. “But of late it is (shocking) to learn through a very reliable source that the fund sanctioned under MPLADS against the construction had already been released phase wise without implementing the work,” Setsipi said. 

For the works, Rs 9, 96,000 was released as first installment and Rs 9, 95,000 as second installment, he outlined. Saying that the second installment was released through cheque/draft NO-520664 on April 20 last in favour of a former Deputy Commissioner of Kiphire who is now Director of Food Civil Supplies, the Town Council member asked, “Now the question is on what ground had the 1st installment been sent by the Nodal Officer to DC Kiphire? Had there been submission of progress report? Was there any completion report/certificate submission? If yes, where is the work done? If no, then how the fund has been released without implementation by the then DC Kiphire?”
