Nagaland enacts biodiversity rules

Following the Government of India enacting National Biological Diversity Act 2002 under the provision of the said Act, the state has been directed to frame its own biodiversity rules. Henceforth, the State Stakeholders Consultations on National Biological Diversity Act 2002 was held at Kohima from October 8 to 9, 2007.

While expressing state wide consultations to seek views of the communities before framing out the rules, the government of Nagaland in this regard constituted a six member expert committee, which comprises Elusing Meru as Convenor, Sanjay Upadhyay, Amba Jamir, Raj Verma, Akito Zhimomi as members and Vengota Nakro as member secretary to draft the said rules.
The committee in series of meetings with wide range of public consultations had finally drafted the Nagaland Biological Diversity Rules 2010 and was notified. Where the same was brought out for comments.

The Nagaland Biological Diversity Rule was framed in a local context taking into a consideration under the customary laws and practices governing the biodiversity, traditional knowledge and the land tenure system. Positive use of the provision of Article 371A of the Indian constitution was done to frame the rules that suit the people at best.

The Committee therefore making a humble appeal to the readers to examine each section of rules carefully which would bring out in the media shortly and comment on them.
