Nagaland Govt proposes Rs 400 Cr for new Raj Bhavan to 15th FC

The state government today submitted a memorandum to the 15th Finance Commission (XV-FC) delegation imploring financial assistance to develop a myriad of infrastructural projects.  

The XV-FC delegation headed by its chairman,  Nand Kishore Singh is currently on a three-day visit to the state from November 27 to 29.  

On top of the list was the proposal to construct a new Raj Bhavan at Thizama, Kohima at the cost of Rs 400 crore. The memo reasoned that while the present Raj Bhavan, Kohima is located at a prime location, the area is only 5.5 acres, “which perhaps is the smallest Raj Bhavan in the country.”  

It cited “acute accommodation problems” during the visit of dignitaries as another reason to construct a new Raj Bhavan in the New Capital Complex, Kohima for which an area of 150 acres, currently occupied by the 4th NAP Battalion has been identified. The battalion is to be shifted to a new location.  

The area is about 15 kms from the proposed Chiethu Greenfield Airport, Kohima, and within the vicinity of the bungalows of the CM and Cabinet Ministers.  

The proposed new Raj Bhavan will have an area of 100 acres, out of which about 70% of land will be green field and open area; and 30% shall be utilized for construction of Governor's Residence, Governor's Secretariat, Banquet Hall, VIP guest house, quarters for officers, staff and security personnel, alongwith a helipad.  

Other proposals galore from State Government to XV-FC

  • Rs 427.50 cr to replace 25% of govt offices & quarters

  • Rs 720 cr to construct 5 schools in each of 12 districts @Rs 12 cr per school

  • Rs 100 cr to construct 5 DC offices @ Rs. 20 cr per office

  • Rs 50 cr to construct 5 SP offices @ Rs. 10 cr per office

  • Rs 55 cr to construct G+1 flat type buildings in all district hqs for IAS officers

  • Rs 100 cr to construct new district hospitals in Tuensang, Wokha, Zunheboto & Longleng

  • Rs 194.84 cr required for completion of New High Court Complex, Kohima

  • Rs 260 cr to construct 26 new institutions of higher education

  • Rs 260 cr to set up 2 rural eco-tourism centres in each district

  • Rs 90 cr to construct landing strip in each district

  • Rs 60 cr to set up 7 new fire stations

  • Rs 5 cr annually for infrastructure development for Village Guards

  • Rs 50 cr annually for 5 years to bring development deficit parity of undeveloped areas

  • Rs 1115.59 cr for setting up four hydro projects

  • Rs. 425 cr to establish new 4th NAP Bn HQ.
