The Gauhati High Court Kohima Bench, on February 22, was informed that a committee has been formed to re-submit the revised workforce requirement proposal for the first and second year as per requirement of the National Medical Council (NMC) for the upcoming medical college in Nagaland christened as ‘Nagaland Institute of Medical Sciences and Research (NIMSR).’
Following a letter from Commissioner and Secretary, Department of Health and Family Welfare dated January 16 to the Principal Director, the Committee headed by the Addl. Secretary of the department has been constituted, the counsel for the Medical department told the Court.
The proposal as required by the Government is under preparation and the process for submission is also almost complete, the counsel submitted to the HC Division Bench comprising of Justice Songkhupchung Serto and Justice Kakheto Sema.
The Additional Advocate General also said that once the proposal is submitted, the same would be considered by the Government and thereafter the required number of post of ministerial staffs would be created.
Accordingly, the Division Bench directed the State Government, represented by the Chief Secretary and the Principal Secretary, to file an affidavit to show how many posts have been proposed and when the post creation along with recruitment would be completed on the next date of hearing on March 15.
Further, the Bench also called for submission of physical progress made on the infrastructure in the form of an affidavit.
Meanwhile, during the hearing of a batch of Public Interest Litigation (PIL) pertaining to healthcare in Nagaland, the counsel for the petitioner submitted that her team had visited the spot and they saw some progress.
“Since the College is expected to start by June-July of this year we expect all concerned to take the work forward so that the dream of the people of the State is fulfilled,” the Bench then observed.
The counsel for the medical department also submitted that all the interviews for 88 numbers of posts of teaching staff including 6 professors have been completed and the result would be declared as soon as the Model Code of Conduct imposed by the Election Commission for the ensuing State Assembly Elections is withdrawn.
The Appointment orders would also be issued soon so that they may be able to join their respective posts at the earliest, the counsel submitted.
He also informed the Court that the Dean/Director, two Deputy Directors in-charge of Admin and Finance, a Technical Consultant, a Procuring Consultant and Hospital Administrator have also been appointed and they have already joined office.
And besides, three Office Assistants have been recruited and four Multi Tasking Staffs have also been appointed on deputation from the Directorates, he added.
It must be noted here that on August 3, 2022, the Nagaland Government submitted a revised timeline regarding the progress of work as well as recruitment of workforce for the proposed medical college and vowed to admit the first batch of MBBS students for the 2023-24 academic session.
