The 14th Nagaland Legislative Assembly (NLA) in its 7th session here today introduced two Government Bills “The Nagaland State Finance Commission Bill, 2025” and “The Nagaland Flood Plain Zoning Bill 2025.”
Introduced by Nagaland’s Chief Minister Dr. Neiphiu Rio on the Floor of the House, the consideration and passing of those bills is scheduled for September 4.
The object of the constituting the Nagaland State Finance Commission is to facilitate progressive fiscal decentralization, strengthen local governance and enable local bodies and rural local bodies to discharge their responsibilities, as envisaged, effectively.
The statement of objects and reasons stated that the recommendation of the Commission will serve as the basis of equitable devolution of resources, ensuring that local self government institutions in Nagaland are financially viable and capable of providing essential civic services.
It also stated that the Commission is required to review the financial position of the Panchayats and urban local bodies and to recommend principles governing the distribution of the state’s financial resources with them.
“The Nagaland Flood Plan Zoning Bill 2025” is to provide the zoning of flood plains of rivers in the state of Nagaland.
The Flood Zoning Authority shall carry out surveys of flood plains of the rivers and determine the nature and the extent of flood plains of the rivers.
The primary purpose of the “The Nagaland Flood Plan Zoning Bill 2025” is to regulate land use, development in flood- prone areas and plan to mitigate flood damage.
