Response to publication by Shri. L. Odyuo Retd. Joint Director Treasuries & Accounts and Chairman Eramo Okho (Senior Citizen Forum) Wokha on Pensioners’ Identity Card in the Local Daily paper ‘Nagaland Post’ Dated the 10th April, 2012. At first, we would like to request you to read carefully once again the publication of the last 15th March, 2012 in the Local dailies by the NPA regarding renewal of I.D. Card ‘D’ for drawal of Pension to avoid misguiding the Pensioners/Family Pensioners as well as general public. At no point of time we have published about the Identity Cards for Pensioners/Family Pensioners and also for renewal of the same. But we have published only about the I.D Card ‘D’ for drawal of Pension by the Pensioners/Family Pensioners and yearly renewal of the same in order to criminate fake as well as irregular drawal of Pension among the Pensioners & Family Pensioners the Government of Nagaland decided in consultation with the Nagaland Pensioners Association, to introduce I.D. Card ‘D’ for drawal of Pension. Accordingly, the Nagaland Pensioners Association have been authorized by the Government to issue I.D Card ‘D’ to all the Nagaland State Government Employees Pensioners & Family Pensioners. Possession of this I.D. Card ‘D’ was made compulsory without production of which the Pension Disbursing Authority (Treasury/Bank) shall refuse payment of pension. This scheme was affected from 1st April, 2006. All Treasury Officers/Bank were informed to insist production of I.D. Card ‘D’ by the Pensioners/Family Pensioners at the time of drawal of pension w.e.f 1-4-2006 onwards vide Finance Deptt. Notification No. FIN/ESTT-67/99(pt) Dt. 1-3-2006 and Dt. 10th July, 2007. The validity of the Card is to be for a period of one year and to be renewed for each subsequent year. This is considered necessary so as to avoid release of irregular and inadmissible Pension payment.
Secondly, we are also issuing I.D. Card ‘S’ for security purpose to all the Nagaland State Government Employees Pensioners and Family Pensioners which is not required to be renewed.
Lastly, we advised you not to rush to the media before it is clearly understood in future. We have introduced I.D. Card ‘D’ for drawal of Pension in collaboration with the Government of Nagaland to eliminated corruption among the Pensioners and Family pensioners in the interest of public service.
