Dimapur, April 1 (MExN): Former minister Nillo Rengma has termed as “wrong” and biased the endorsement of an alternative proposal (new draft proposal) for delimitation of assembly constituencies for Kohima. That the Rengma Hoho agreeing to the new draft proposal does not arise at all, he stated with the charge that signatures meant for attendance were used on the draft to claim consensus for delimitation of the Rengma.
According to a letter to the Associated Members of the Delimitation Commission, Rengma stated that the Rengma Hoho and the Rengma public never agreed to the proposal nor endorsed it “which was prepared by our Angami different political party leaders on march 19, 2007 meeting at Tourist Lodge, Kohima.” No Rengma attended the meeting when the leaders worked out the new draft. “Therefore our honorable Associated Members should not consider (the) new draft proposal as unanimous proposal for the district” Nillo stated.
Giving accounts of the March19 meeting, Rengma stated that the concerned prepared and finalized the matter and a resolution was passed. The letter quoted the resolution, “…after careful deliberation, unanimously prepared a new draft proposal which is acceptable to all constituencies for submission, dated 19th March” which was signed by Theyiekielie Tachu, president of NPF Kohima division and Vilhouzalie, president of DCC Kohima. “It is done without (the) Rengmas’ consent and knowledge” Nillo stated. Then the new draft was brought on a meeting held on March 21 at the Chief Minister’s residential office for endorsement where Dr Shurhozelie who chaired the meeting. He was said to have opined that since the NLA had passed a resolution to maintain status quo on the delimitation and the meeting was simply to endorse the new draft proposal. Nillo pointed out here that the Rengma Hoho in the meeting stood firm on creation of 47th Tesophenyu Assembly Constituency and 48th Tseminyu Assembly Constituency and did not endorse the draft. “Rengma Hoho president was not even given time to speak in the meeting…the Rengma Hoho also totally opposed against the NLA resolution to maintain status-quo of assembly constituencies in Nagaland” Nillo stated.
Further, in the meeting an “attendance paper” was passed to each member to sign. So everyone signed the roll. “But to our surprise, our honorable Associated Members are taking meeting attendance signature as unanimous decision for Agreeing to the new draft proposal and appending our meeting attendance signature on the backside of new draft proposal sheet to show and to convince Delimitation commission that the Rengma Hoho also agree to new draft proposal Nillo alleged.
