Non-recruitment due to ban on post creation

Through this column we would like to bring forward the public’s attention to the Department of Information Technology & Technical Education. It is learned that the Department has still not recruited any due to ban on post creation by the government and that it has limited manpower running it. In the Dept. there are 4 contract program officers and an Asst. Director deputed from other Department.

The four program officers whose contract was for only 1 year has already expired. But it is learned that their services get extension maybe due to their favourable connections in the Government. We want to know why if the department needs manpower, they don’t advertise through NPSC and give every eligible candidate a fair chance. The government should immediately terminate the services of the four contract program officers or are some vested interest persons using them so that after five years their services become indispensable and their service regularized? Also it is learned that a project under ITTE Dept. namely State Project Implementation Unit looking after the Technical Institutions in Nagaland whose 5 year term project has been over, they are in the process of regularizing the ad hoc employees looking after the project.

Since their services are co-terminus with the project the question of merging their service with the ITTE Department should not arise at all. If their job is to be regularize it is to be through NPSC or whatever post to be created and vacancies filled should be through NPSC only giving all a chance. We will not remain a silent spectator if any of the above contract employees are absorb and regularized in the department. Given the circumstances in the Department, many eligible persons are being deprived of getting job, as no vacancies or post are being advertise but they have been diverted and controlled by some influential persons. The public should laud this Department as only 5 staff are looking after this Department and has save the government lot of exchequer in terms of staff salary. In the coming days Information Technology and E-Governance project will be in full force in state and people getting e-savvy this days we wonder how the Department will cater to the needs of the public and to the Government without any manpower or skilled staff. 

Therefore it is our earnest request to the Government to create more post through NPSC and give all eligible a chance and the Students Organizations and other similar associations/ Groups to look into this affair so that it can be done in a transparent and healthy manner.
