NPCC rejoinder to former DMC Advisors

Relating to Dimapur Municipal Council’s corruption and mismanagement issue, situation warrants the Nagaland Pradesh Congress Committee to issue this rejoinder arising out of the statement issued by Shri. S. Phukuto Zimo, former DMC Advisor-in-charge of toll and revenue, NPF Dimapur Division and Er. K. Keditsu, former DMC Chief Advisor which appeared in the local dailies on 30th June, 2012.

Shri. Phukuto had asked the NPCC to substantiate their charges with documentary evidences regarding receipt of commission by him. Therefore, we take pleasure in releasing some of such documentary proofs of the financial misdeeds and mismanagement committed by Phukuto as annexure I (letter to CEO, DMC by Shri. P.M. Jami, Addl. Director, Treasuries & Accounts, Nagaland relating to audit objections of corruption and irregularities as well as commissions and omissions covering the period from 1/4/2010 to 31/10/2011 and directed to clarify the audit objection paras within 4 week from the date of issue of the same which have not been clarified even at the time of filing of the case in the State Vigilance Commission by the NPCC. Secondly, on 30th January, 2012, the letter of CEO, DMC to Shri. S. Phukuto Zimo, asking him to give reply against the audit note under Para nos 4,6,8,9,10 & 11 within 7 (seven) days time from the date of issue of the letter. This directive was not complied by Phukuto (Annexure II)

Thirdly, on 16th April, 2012, the CEO, DMC had written to the Secretary, Urban Development department, Nagaland with regard to commission taken by Phukuto on the basis of the outcome of meeting convened by the CEO on 16th April, 2012 with the Lessees/contractors (copy enclosed as reference) wherein the CEO, DMC had forwarded the matter to the Government seeking advice for further course of action (annexure III). *Request the esteemed papers to give coverage of all annexures appended herewith. 

Shri. Phukuto has sharply reacted to the NPCC charges leveled against him but it is also a fact that he had obtained anticipatory bail from the Court for fear of arrest. This development itself need no explanation.

The NPCC is compelled to remind the NPF party people to refresh their fickle headed memory that the NPF leaders, particularly the Minister-in-charge (Urban Development) and State head, the Chief Minister had failed to conduct Municipal and Town Councils election on time with ulterior motive so that the NPF Workers  could take control of all the Civic bodies and exactly in toing their scheme of highhandness, the DMC episode turned out to be one such instance of NPF outright aggression and exhaustion from top to bottom. Isn’t it a fall out of your leaders’ misdeeds. The NPF top leaders released their cattles which barged out and mowed the entire garden. This must suffice your stout defence of your leaders.

Instead of accusing the Congress party that the Congress statements would influence the investigation and may cause impediment to come to the rightful conclusion, the NPCC suggest such NPF party activists to tell their party VVIPs not to exert pressure on the State Vigilance investigations in the manner they are mounting pressure now so that the law will take its own course of action and that the guilty are punished as asserted by the NPF cronies. But most of the NPF activists are sly and slippery people who dance at the tune of their masters tone. So can’t really believe them!

Er. Keditsu’s statements were mostly irrelevant and not connected to issues in question. In brief, it is only a matter of blowing one’s own trumpet as it was mostly the highlight of his achievements. But the public are also aware that his progress report as DMC Chief Advisor indicated “failed” remark. As Headmaster of the school, he miserably failed to control his students and they were simply straying around. Therefore, as Headmaster of the DMC establishment, Keditsu should also take responsibility for total break down of the DMC establishment and taking anticipatory bail from the Court itself indicates certain element of “fear psychosis” of the backlash.
