Kohima | March 2 : Parliamentary secretary for rural development & REPA, S. Pangnyu Phom today called upon the members of the Nagaland Rural Development Service Association (NRDSA) to develop team work and work unitedly with timely words of wisdom and encouragement.
“Excellence cannot be achieved if there is a lack of friendly atmosphere and lack of ownership,” Pangnyu said in his address the conference 2011 of NRDSA here today at Hotel Japfu. The parliamentary secretary also challenged the Association to ensure that it work collectively for the progress and development of the department in particular and towards the welfare of the Naga people at large. Pangnyu who also served in RD department for 22 years before his election to the Nagaland Legislative Assembly, assured that he shall look forward to working more with the Association in the true spirit of friendship and integrity. He also stressed on the need to encourage one another to commit our pursuit of excellence.
“Excellence is not a one-time achievement, but it is a commitment that does not rest on consistency,” he said and stressed on the need to put collective effort toward bettering the performance year after year.
“In our respective career, we must have an impeccable record of work and achievement by setting standards with our sincerity, dedication and creative ideas,” he said. He also encouraged the Association to document their papers in the areas of their problems an grievance with a well worked out plan and submit to the government, assuring that he would act as a facilitator and ensure that if not all, at least some of their problems are heard and solved.
Lamenting that the implementation part and follow up action was still lacking in the state, commissioner & secretary for rural development V. Sakhrie in his keynote address stressed on the need of hour to have close monitoring and effective supervision system, evaluation and assessment, reminding that unless such areas are given special attention we will never achieve the desired result and sustainable development.
We have to look, assess where we stand today,” he said. He also called for the judicious use of whatever fund getting from Centre, saying the fund must be used in the greatest interest of the people.
Reading out an article “The Nagaland of My Dreams” by the then chief secretary Lalhuma, the commissioner & secretary challenged all to have dream individually or collectively what they can do something for well being of the society and the state. Also exhorting the gathering, rural development director Metsubo Jamir called upon the Association to remain united and set a common goal and target for the betterment of the people. Stating that the department is the biggest department in the state, he urged upon the officers and staff to be productive and attend to their respective responsibility.
Meanwhile, the Association has nominated its new team of office bearers which was approved by the house today. President- Kevipodi, vice president- C.I. Meren, general secretary- G. Thong, joint secretary- Chumbeni and Imlimeren Jamir as treasurer. Hilo Semp and K. Neibou Sekhose as advisors.
Among the many resolution passed in the Conference, the Association resolved to appreciate the state government for adopting rural friendly strategy and approach with a policy “ Go to the People,” pledges to re-dedicate and work towards upliftment of the rural people, resolved to the government for creation of a post each of principal director, director and additional director, resolved to move to the government for upgradation of the post of Assistant Directors to that of Deputy Director, resolved to move to the government for manning the posts under newly launched programme i.e NRLM by the officers of RD cadres.
It also resolved to move to the government for amendment of the existing service rules and also resolved to move to the government that the post of project directors to be manned by the officers of RD cadre.
Also expressing sympathy and solidarity to the Chief Minister of Nagaland Neiphiu Rio and his family for the recent unfortunate fire incident, the Association resolved to donate Rs. 1 lakh towards re-construction of his official residence. Earlier, the programme was chaired by NRDSA president K. Neibou Sekhose while joint secretary Thungdeno Mozhui proposed vote of thanks.

S. Pangnyu releases handbook of RD

Parliamentary secretary for rural development & REPA, S. Pangnyu Phom today released a “Handbook of Rural Development” at the conference 2011 of the Nagaland Rural Development Service Association (NRDSA) here at Hotel Japfü.
The handbook is a collection of information about the working of the department with valuable maps and other data, said Pangnyu in his message in the handbook published by the department of rural development. “I am very glad the publication of the handbook also complies with a major requirement of the Right to Information Act (RTI) which mandates a detailed collection of information on the working of every department.” The parliamentary secretary encouraged the general public at the state, district and village levels to use the publication and expand their knowledge on how the government works towards amelioration of the conditions of the rural poor.
“The department of rural development is a pioneering agency of development, particularly in the rural areas of the state, where it had set examples in participative development worthy of emulation by many other state governments. It is indeed commendable that it is publishing this Handbook which will serve as a much needed reference point for all other departments, and help them in working out various plans and programmes,” said Chief Secretary Lalthara in his message and maintained that the handbook would also be equally useful for students and research scholars.
Commissioner & secretary for rural development V. Sakhrie sincerely believed that the Handbook would be constantly depended upon for understanding the vision, programmes and activities of the department as well as for activating the department to reach further heights in its mission of delivering services in the rural areas.
“The publication of Handbook of rural development, Nagaland is the first of its kind brought out by the department on the present profile of each block with maps. The handbook also provides information on RD activities,” said rural development director Metsubo Jamir and hoped that the information will be useful for all those directly or indirectly involved with the task of rural development.
In his message, Jamir said the VDB of Nagaland is a unique rural planning institution in the country and has been recognized as the primary grassroot level organization for decentralized grassroot level planning. The VDB institution was established in 1980, and since then, it has been actively engaged in all development activities of the village. “Through these institutions the standard of living of the rural people has improved. The VDBs have proven themselves as capable organization and implementing agency. Presently, the there are 1128 VDBs,” Jamir added.
