DIMAPUR, SEPTEMBER 5 (MExN): The Nagaland Tribes Council (NTC) today asked the Nagaland State Government to ensure that the ongoing SARDP project of 2 lanning Longleng-Changtongya road, Mon-Tamlu-Merangkong road, Phek-Pfutsero road and Zunheboto-Chakabama roads are allowed to be executed without hinderance.
A press note from the NTC reminded that the CA was entered between CE (PWD), Nagaland and M/s. Maytas-Gayatri (JV) on Feb 2011 with CA amount of Rs. 1130.66 Crs to be commenced from February, 2011. However, due to disputes between the contractor and the authorities, the contractor abandoned the work, the NTC said.
After a series of litigations, the Supreme Court ordered the Ministry of Road Transport and Highways (MoRTH) to retender the contract by initiating fresh process. The Court also directed the MoRTH and Government of Nagaland to ensure completion of the project within a period of three years and six months from January 11, 2017.
The NTC pointed out that as per the SC judgment, the MoRTH and the State of Nagaland have to ensure completion of the project within a period of 3 years and 6 months; the MoRTH is directed to conduct fresh tender of the project by following the contemplated procedure; and the Nagaland government to make available encumbrance free land required.
The NTC informed that while the MoRTH had prepared for retendering process, the state government is yet to provide land encumbrance free clearance.
“The NHIDCL is fully prepared to implement the project on EPC basis which will be transparent and no interference from any other authorities where jobs completion reports will be subjected to physical verification back by photography and visual evidences for any clearance to pay the contractors. It is of paramount importance for the State to give encumbrance free clearance, without which the project execution cannot proceed,” the NTC asserted.
It also appealed to all concern, particularly the villages in the localities, to give all possible cooperation for smooth execution of work so that the work will be completed within the stipulated time frame.
