Open letter to Director General of Police

Sir, 

It is with heavy heart and intense anger that this letter is being written to you in a newspaper. The present situation of 9th IRB in Chhattisgarh is quite heart rending and unacceptable to the concern Nagas back in Nagaland. The DGP should answer the Nagas on the following point.

1.     The causes of deaths and failures of Naga IRB in Chhattisgarh is because of lack of Equipments and Trainings and made worse by shortages of officers- this cannot be hidden nor covered up by government EXCUSES and CROCODILE TEARS in press releases. What is the PHQ and DAN government doing to mitigate this serious shortcomings faced by the brave innocent IRB soldiers?

2.     Why is the Naga IRB battalion in Chhattisgarh short of Officers, Inspectors, ABSI’s, when there are surplus of Officers, Inspectors and ABSI’s in PHQ and other NAP battalions in Nagaland, most of them are drinking and sitting idle or indulging in private works?

3.    At present there are only 2 companies commanded by Asst. Comdts and 3 companies are being looked after temporarily by Inspectors (due to lack of Officers), while 3 companies are without any Officers or Inspectors to command or take charge of. There is also 60% shortage of ABSI’s in the battalion.

4.    Why is the 9th IRB, a battalion, which is supposed to fight the Naxalites Maoist in far off Chhattisgarh left with no Officers to command, without up-to-date weapons and other important support logistics needed in the war-like situation? If the PHQ cannot manned the 9th IRB then the IRB in Chhattisgarh have the “RIGHT” to cease duty and return to Nagaland.

5.    The 9th IRB are dying like mosquitoes and flies in the jungles of Chhattisgarh and what kind of recognitions are the PHQ giving IRB personnel’s and their families? Absolutely nothing!!

6.     What help is the PHQ extending to the families of the 9th IR personnel’s, who have become invalids due to injuries sustained in Naxalites attacks, mentally ill due to “Stress Reasons” or have died in Chhattisgarh and in Nagaland because of malaria and other illness contracted from “Jungle Operations”? These soldiers died because of their posting in Chhattisgarh, so, the families of these dead soldiers should be compensated at least 50% amount of those who died in Action. Is the DGP, Home Minister and Chief Minister, so deaf and blind and without a heart? 

7.    Why are the sacrifices and deaths of IRB Officers and soldiers in Chhattisgarh always “Hushed Up” and denied the due “State” Respect and Honour earned by the brave soldiers by giving their very life, what about the feelings of their loved ones? Do the DGP, Home Minister and Chief Minister does not have “Sons” to even imagine how it is like to lose a dear “SON”, a loving “HUSBAND”, a beloved “BROTHER” and not to forget a grandson, a Uncle, a Nephew, a Friend and a “Betrothed”.

8.    How many relatives of PHQ Top Brasses and Naga Politicians are serving in Chhattisgarh?

9.     If the PHQ and Home Ministry cannot send replacement for the 4 Asst. Comdt’s who were transferred back to Nagaland a year ago, nor replacement for Late Sarhotho or for ABSI’s M.K Sumi and Apong Chang, who died in the landmine blasts or the Inspectors and ABSI’s who have retired from Chhattisgarh, then why should the remaining 9th IRB become fodders for the senseless cowards Maoist due to the policy of the Toothless DGP and Tribalismned Home Minister? Therefore, if the Soldiers “MUTINY” and come back home to Nagaland without orders, then what can the Toothless DGP and Tribalism and Corrupted Home Minister do?.

10.    Why is the PHQ sending only Aged and about to retire NGO’s and Havaldars or non-Nagas (if they are not so old) to 9th IRB from the Old NAP battalions. When the need of the hour is for young and energetic NGO’s and Havaldars.

11.     At the end of the day, why did the Nagaland government send the IRB to Chhattisgarh, when the situations in Nagaland itself requires more security forces to control the total lawlessness in the state, even though the centre may demand from the state government for outside deployment. “J&K or Manipur” Government have never agreed to send their IRB forces for outside deployment, then why did Nephiu Rio’s DAN government agreed regarding the 9th IRB? 

12.    How much money transactions took place between the CM, the Home Minister and DGP that the coffins of the IR Jawans are paying in installments? How many more COFFINS installments are needed to repay the money these people have pocketed?

13.     How many Officers in PHQ have fired a shot at an enemy or have been shot at, bombed at, in the line of duty? These so called IPS officers with no exposure or self confidence or professional knowledge and who have never-been-to-out-of-state “Deputations or Trainings (which are both compulsory for an IPS Officers-even promotee IPS)”, should be compulsorily deputed to central paramilitary forces to understand the sufferings of the IRB in Chhattisgarh, instead of waiting to finished off “Nagaland Police Modernisation Fund” and passing time in the evenings drinking and playing “Heavy betted-Cards” with their mistresses using stolen blood and sweat money of the Jawans, while Naga soldiers are dying of cold, heat, malaria and bomb blasts in Chhattisgarh.

14.     Why is the government of Nagaland and Central Government not taking disciplinary actions and instead promoting the IPS officers (direct and promotee) of Nagaland Cadre, when the All India Service Rules states that an “IPS” officers should mandatory go for “Deputations” outside his cadre for certain period of time and also undergo certain mandatory “Trainings”, so as to be promoted to the rank of DIG and above? These promotee IPS, have done their Basic Trainings back in the 1970’s and 1980’s and since then these people have not once gone for either “Deputations nor Trainings” out of state, imagine their style of “COMMAND and CONTROL and PROFFESSIONAL knowledge”.

15.     Why are the NGO’s, especially the NPMHR and other Civil Rights Societies in India silent about the Naxalites using Landmines indiscriminately, whereas some real or cooked up stories about excesses committed by Naga soldiers is highlighted vigorously. Why this silence about “Landmines” which is banned all over the world? 

16.    It should be known that the cowards Naxalites never fight with guns and also unlike the Indian Army in Kohima (1995-tyre burst Chicken hearted live testing of Bullets), Mokokchung (Live civilian Rape, burning and shooting exercise), Senapati (Oinam’s highly disciplined operations) and Ukhrul (Military Aid to Miss Rose and others), the brave but disciplined Naga IRB have up to now never gone “BERSERK” upon the innocent peoples in Chhattisgarh, even in their hour of deepest grief and greatest anger. These points are always overlooked by the Civil Rights Societies and NPMHR, why?  

17.     Lastly, how many Naga COFFINS from Chhattisgarh will wake up the Drunken Nagas and the inefficient, corrupted and nepotised DGP, Home Minister and the conscienceless Media hungry Chief Minister of Nagaland? A COFFIN A DAY?
