The Confederation of the Chang Students’ Union (CCSU) would like to pen down this open Appeal Letter to the Government of Nagaland under the able leadership Shri. Neiphiu Rio, Hon’ble Chief Minister Nagaland and all the section of the Naga Society to consider the Candidature of Shri. Nungsanglemba Chang, retired Civil Servant whom the Chang Tribe has forwarded to be appointed as the Hon’ble Member of the NPSC, keeping in mind the absence of Chang Tribe as NPSC Member till date since Statehood.
It is to be understood that Shri. Nungsanglemba Chang is highly qualified and has fulfilled all the laid down criteria’s and rules of the Commission to be appointed as a Member to the respected Commission. As per the guidelines of the NPSC for Member Post “He/She should be an employee of the Central, Union or State Services and who had hold the Senior Officer position for not less than 10 years and should possess an administrative experiences”. Therefore, Shri. Nungsanglemba Chang being a retired Civil Servant who has even achieved and been awarded Governor Medal for best administrator and who has vast knowledge of administrative experiences has fulfilled the required laid down norms of the Commission to be an NPSC Member. The Chang Tribe requests the Government and all the sections of the Naga Society to support Shri. Nungsanglemba Chang’s Candidature as the Chang Tribe has never got an opportunity to be a Member in the Commission, even though Chang Tribe is a pioneer and one of the major Tribe of the Naga Society. The Union believes that the appointment of Shri. Nungsanglemba Chang as NPSC Member would benefit the Educated Nagas in general and the Commission in particular to progress further in unity and prosperity.
It is pertinent to mention that the Eastern Naga Organization viz. Eastern Naga Peoples’ Organization (ENPO), Eastern Naga Students’ Federation (ENSF) and Eastern Naga Womens’ Organization (ENWO), apart from the Chang Khulei Setshang (CKS)- the apex Chang Tribal Council and the Chang Women Body (CTS) has vehemently recommended and endorsed the Candidature of Shri. Nungsanglemba Chang and has appealed to the State Government to appoint Chang Tribe as NPSC Member in the current vacancy arisen due to the retirement of some Members in the Commission. Hence keeping in mind the delicate Tribal fabric of Naga Society, the CCSU once again appeals to the entire counterpart Naga Tribes of the State and the State Government to take note of Chang Tribe’s request and appoint our Chang Tribe’s Candidate on priority.
The Chang Tribe has forwarded the application of Shri. Nungsanglemba Chang, retired Civil servant to the Hon’ble Chief Minister, Nagaland with all relevant documents and endorsement from the Eastern Naga Organizations’ and therefore the case of the Chang Tribe is requested to be taken seriously without undue delay.
In the past, the Chang Tribe on three (3) occasion has forwarded its Candidate to be appointed as NPSC Member which was unfortunately turned down thrice by successive Government in power, to which the Chang Tribe silently stayed mute and did not react even though Chang’s knew that they had never availed an opportunity to represent the Eastern Nagas in the Commission. Therefore, the present vacancy in the Commission should be allotted to the Chang Tribe Candidate positively without depriving the Chang Tribe to avail the opportunity for the 4th time in the Commission.
In the event of the failure of the Government to respond to the appeal of the Chang Tribe and all the Eastern Naga Organizations to give opportunity to the unrepresented Tribe of the State viz. Chang Tribe, the Chang’s and the Eastern Nagas might feel that the Government is biased towards the upliftment of the backward community of the State.
Hence, the Chang’s once again appeal to the State Government and the entire counterpart Naga Tribes of the State to give opportunity to the Chang Candidate being unrepresented in the Commission till date since Statehood and to appoint Shri. Nungsanglemba Chang as NPSC Member in the current vacancy positively.
