Ever since the inception of Higher Secondary section, it has been badly neglected till date. There have been no modalities; neither have there been Acts or separate infrastructure for the above mentioned level of education.
As for the state of Nagaland the level of negligence and discrimination cannot be overstated. The memorandums, representations, pleas and charters of demand submitted to the higher authority by the Nagaland Government Higher Secondary School Officer Association to improve Higher Secondary Education have all fallen on deaf ears. Therefore, the association brings to your notice once more the following, that you may do the needful immediately.
1. Bringing the two deputationists in the rank of principals was an outright and gross violation of services rules. The act was anti-professionalism and has sharply worked against deserving Vice Principals and senior Post Graduate Teachers who had joined the service through NPSC and already in the Promotion Zone. To top this unscrupulous act, the two at fault have been allowed to opt for a scale of pay exceeding the scale, of the rank for which they were deputed.
2. The Department of School Education is trying to regularize/absorb the two deputations because of which the Association was left with no choice but to go the court of law. Consequently the Hon’ble court gave a verdict in favour of the Association Vide NO.WA NO 50 (K) of 2006 Dated 10/11/2006. But it is an irony that before the expiry of the deputation period i.e, 8th February 2007, the authority has extended for another period of one year i.e, upto 2008.
3. As an adherence to the Hon’ble Court’s verdict mentioned above, the Department must revoke the extension order immediately or else the Association will have no hesitation in filing against the Department a case of contempt of court, as a consequence of which the department will solely be held accountable. We hope, for the good of all concerned, that your office shall take serious note on this.
