Orientation prog of FIs on FLN baseline Assessment Survey 2021 held

The orientation programme for Field Investigators(FIs) on Foundational Literacy & Numeracy(FLN) baseline assessment survey 2021 under NIPUN BHARAT mission was held today at Kohima DC Conference Hall. 

Theyievilie Suohumvii, Sr.SDEO Kohima in his keynote address stated that learning is a lifelong process and that teachers ought to adapt to the changes of the learning process. 

He emphasized that a strong  foundation for students have to be laid out. 

Focussing on the visions of the National Initiative for Proficiency in Reading with Understanding and Numeracy(NIPUN) Bharat Mission, he said  "It is to create an enabling environment to ensure universal acquisition of foundational literacy and numeracy so that by 2026-2027 every child achieves the desired learning competencies in reading, writing, and numeracy at the end of grade-3 and not later than grade-4". 

To achieve the target of NIPUN Bharat  Mission, the teachers should make the learners answer what, where, when, why, and how of the learning objectives.

He  appeal the FIs to accept the tasks as a challenge and privilege and not as a burden since assessing learning levels and identifying learning gaps with factual information will be the key sources for the decision-makers to rectify factors affecting Learning Outcomes(LO) of students.

Resource person Alemsong, lecturer DIET Chiechama spoke on the FLN Mission and Objective focusing on five components of foundational language and literacy such as oral language development, decoding, reading fluency, reading comprehension, and writing. 

She also spoke on five components of foundational numeracy such as pre-number concepts, numbers and operations on numbers, shapes and spatial understanding, measurement, and data handling.

Another resource person Kenilo Semp, Sr.Lecturer DIET Chiechama spoke on the technical aspect of the survey such as the Introduction of Baseline Survey and Tool Administration and Operational of the Study. At the same time concept of FLN video was showcased and interactions and queries of the FIs were conducted. 

The FIs were also administered a dummy booklet for practice and familiarization.

The introductory session was chaired by Thongsenlo, Assistant District Coordinator DMA Samagra Shiksha Kohima. 

The chairperson in his remarks stated that District Steering Committee headed by Deputy Commissioner as Chairman and 10 District Officers from different department have been constituted  to monitor the NIPUN BHARAT Mission and constituted District Project Management Unit(DPMU) as well as Block Project Management Unit(BPMU) headed by DEO and SDEO for implementation at the district and block level till the completion of the project 2026-2027. 

Francis, TOT EBRC Tseminyu recorded the orientation session and the vote of thanks was pronounced Kajina Sote, Project Assistant DMA Samagra Shiksha Kohima.

48 FIs of school teachers attended the orientation programme. 

FIs will undertake baseline assessment survey 2021 on FLN under NIPUN BHARAT Mission from December 9 to 10  on 25 sampled schools including private and government. 

In line with the notification of the Directorate of School Education, Nagaland, the respective Head Teachers/Teachers In-Charges/ Principals/Headmasters under Kohima districthave been informed  to consult and coordinate with FIs for successful conduct of the survey. 

Officials and personal of District Mission Samagra Shiksha Kohima and Educational Block Resource Persons(EBRCs) will be the observers of the survey.
