The Public Action Committee (PAC), Naga Council Executive and representatives of Dimapur Sumi Council today held a special Meeting in Naga Council Office to discuss ongoing illegal immigrant detection process with special reference to the newsitem of PAC in local dailies dated 4/6/12 wherein the sentiments of WSSU, WSKH and Sumi community in general have been hurt by allegations by PAC statement, which, apart from its references to the illegal immigrants, have no foundation to implicate the said organisations.
The Meeting resolved the following :
1. That the Naga Council Dimapur, its President and the PAC tender unqualified public apology to the WSSU, WSKH, Sumis in general for hurting their sentiments whose views and proposal on the method of detection of illegal immigrants presented in good faith appearing in local dailies earlier have been misrepresented, unduly reflected and wrongly alleged by PAC as an attempt to derail and discredit the PAC/Naga Council drive on illegal immigrants. That the proposition to hold WSSU & WSKH responsible for any “Naga blood shed by jehadi elements” or that “the issue of illegal immigrants trivial to Western Sumis” or the allusion that ‘the dominant Miyas have compelled Sumis to give press statements because Sumis are now a minority in Niuland’ are superfluous, unwarranted and in total discord with the maximum efforts rendered by the Sumi Community under Dimapur Sumi Council affiliated to the Naga Council. Contrary to this, it is the Sumi community under DSC which have not missed a single PAC meeting unlike some tribal units who have not registered a single presence in PAC meetings held over 50 times since PAC undertook the task in February 10, 2012. Hence, at this crucial juncture, we appeal to the WSSU, WSKH & Sumi community under DSC to repose full confidence upon Naga Council/PAC which shall continue to serve the public with unflinching justice, truth and sincerity and is prepared to fully enlist the valuable wisdom and cooperation of Dimapur’s largest and most pragmatic Naga community, the Sumis. We are indebted to the leaders of Dimapur Sumi Council led by Kuhoi Zhimo for the large-hearted approach in the true Naga spirit of understanding on an issue that has potential to distance members from its true goal which would then be disastrous for the Naga people.
2. Apart from the issue stated above, the PAC endorse that its statement on the dangerous trends of influx of illegal immigrants and apprehensions highlighted by its Coordinator are indeed alarming and a fact to be considered and urge Naga people and the Government of Nagaland or GoI not to ignore the unabated menace of illegal migration in Northeast or Nagaland but to deal with the issue with concrete mechanism.
3. The PAC shall continue to gather data/census on illegal immigrants without hurting or causing inconvenience to any genuine citizens of India. For this, the PAC decided to consult with the District Administration on the issue of V-cards and work out modalities that will facilitate both the Civil society and Government to tackle the menace with ease through coordination with Naga Council/PAC.
4. In a shocking reminder to the crimes of illegal immigrants, the PAC meeting condemned the heinous rape of a 16-year old women on Saturday night (June 2) at so-called “miya bazaar” (Kushiabil) by one Safigul Ahmed, a declared illegal immigrant. PAC strongly advise the Govt. to ensure deserving punishment without delay which underlines the urgency to tackle the menace with determination.
5. In a related discussion on labour issues, the PAC members expressed displeasure over labourers charging random and exorbitant wages in and around Dimapur. The PAC appeals to the Government to fix a ceiling of labour wages in its wage policy and widely publicize for public knowledge. This is vital as the Nagas have been put at the mercy of migrant labourers exploiting the situation.
