Peren, March 23 (MExN): Deputy Commissioner & District Election Officer Peter Lichamo has informed that under the Nagaland Prevention of Defacement of Property Act, 1985, no political party or candidate shall permit its or his followers to make use of any individual's land, building, compound, wall, etc., without his permission for erecting flag staff, suspending banners, pasting notices, writing slogans, etc. No political party/association/body or candidate or their workers, supporters or sympathizers has/have any right to deface or spoil any private or public building by pasting of their posters, writing of slogans, painting of their symbols, etc.
Temporary establishment materials such as flags and banners is permitted to be put up in private premises provided, a photocopy of the voluntary permission in writing is obtained and submitted to the R.O. within 3 days of putting up flags and banners in such cases in the manner prescribed.
In private vehicles, subject to the provisions of the Motor Vehicles Act, Rules thereunder and subject to court orders in force, if any, flags and stickers may be put on the vehicles by the owner of the vehicle on his own volition, in such a manner that they do not cause any inconvenience or distraction to other road users. If such display of flags and stickers aim to solicit vote for any particular candidate, then the provisions of sec 171 H of IPC would be attracted and would be followed.
Use of loudspeakers is prohibited from 10 p.m. to 6 a.m. and the use of loud speaker, whether fitted in vehicles of any kinds or in static position for public meeting for electioneering purposes during the entire election period till the ending that of the declaration of result will be permitted only between 6 a.m. to 10 p.m. with the written of the authority concerned.
