Phom students ultimatum on P&AR, NPSC Roster System

The undersigned hereby submit this Ultimatum to the Chief Secretary, Government of Nagaland in reference to our earlier Representation vide No.PSC-01/GA/CS/NPSC-01/2012-15 Dated 21/05/2012, as we are not satisfied/ convinced with the replies of P&AR and the NPSC in addressing the genuine grievances of the Phom community.

With reference to the P&AR directive addressed to the Secretary NPSC on the subject “Opening of Roster for Backward Tribes” vide No.RCBT-5/87 dated Kohima, the 4th April, 2012, the Phom Students’ Conference would like to point out some major discrepancy and deprivation in respect to the Phom tribe in the opening of the roster system.

As can be seen from the directive, the Zeliang Tribe being slated to miss out the NCS roster if it starts from the 23rd vacancy in the New Roster, they are given the privilege to open the NCS in the New Roster (i.e. 19th vacancy). Coming to the NPS roster, the NPS roster should have started from the 37th point, and if that had been the case, Phom (40th vacancy) would have got the NPS. However, since the Sumi Tribe of Kiphire and the Chakhesang/ Pochury tribe were to be missed out in the new roster, it is directed to start the NPS roster from the 32nd point benefitting the Sumis tribe of Kiphire.

1. The case of Zeliang tribe and Phom tribe is same though in the different services. The Zeliang tribe have not opened their NCS roster in the old system and so they are getting the benefit in the new roster. Similary, the Phom tribe have not opened their NPS roster in the old system. Then, why is the case of Phom Tribe not even mentioned in the directive? Why different yardstick is applied for different tribes in the reservation quota?

The Zeliang tribe is given a special privilege saying that if they miss the NCS roster “that would have been unfair”. What about “the unfairness” being done to the Phom tribe in the roster system?

Further, the NCS roster to be opened in 2011 is actually entitled for the Yimchunger tribe (19th vacancy), then how can Zeliang tribe which is entitled the 16th vacancy benefit from NCS. However, in case such arrangements can be actually made in the roster system, why doesn’t it apply to Phom tribe which is repeatedly losing in the roster system?

2. The last time Phom availed NPS was in 2007, and after a gap of 3 years when the point came for the Phom tribe to get NPS in 2011, we are deprived of our point and that point is given to a tribe (Sumis Tribe of Kiphire) which does not even feature in the old system. In the Old Roster, Phom was entitled the 40th Post, Pochury (45th Post) and Chakhesang (60th Post). But in the New Roster, Chakhesang/Pochury are placed in 37th Vacancy and Phom in 40th Vacancy. Why is Chakhesang/Pochury superseding the Phom in the New Roster? And why a new entrant with just 2% job reservation given preference at the cost of Phom who is within the 25% Job reservation and was actually entitled to get the post?

As can be easily seen from the old roster, and annexure- III (A) of the letter addressed to President PSC, all the backward tribes have availed the benefit of NCS and NPS both in the point entitled for the respective tribes. For e.g. the Sangtam tribe have availed NPS in 2009 from the 12th point entitled for them and also NCS in 2010 from the same 12th point. Same is the case with the Chakhesang (15th point), Yimchunger (19th point) and the remaining BT’s are slated to benefit their due share of NCS in 2011. Only in the case of the Phom tribe which got NCS in 2009 from the 8th point are denied NPS in the same point. That would mean that all the BT’s would have got their due share of NCS and NPS from their respective points, only the Phom tribe would have availed just an NCS. The question arises as to what had happened to NPS roster in respect of Phom tribe?

4. According to the P& AR directives to the NPSC vide No.RCBT-5/87 dated Kohima, the 4th April, 2012, the NPS Roster should start from 32nd Vacancy as two Tribes (Sumis of Kiphire and Chakhesang/ Pochury) will be missing out. The question is, if Sumis of Kiphire and Chakhesang/ Pochury are accommodated as they will miss out in the New Roster, what about Phom Tribe who had missed out in the Old Roster?

5. The Secretary, NPSC Vide letter No.NPSC/ESTT-12/99 Dated Kohima, the 22nd May 2012 states,“ It may appear that Phom tribe is not getting its due share of 25%”. Looking at the working of the system, “it doesn’t appear to be, but Phom is being actually deprived of its due share”. Since 2007 Phom has not got any NPS till date and no NCS till date since 2009. So when is the “circle” going to complete for Phom to benefit?

The department knows very well that in the case of the other BT’s, they have benefitted doubly or at least got their due share.
Or, is Phom suppose to get only the left-overs?

Looking at the trend of the old roster, it can be seen that the Phom tribe has been denied at two points. One NPS at the 8th point, and another at the 40th point. Then how can anybody claim that there is equality and equitable share in the roster system. It can be easily ascertained that the department is practicing outright nepotism and favoritism to some tribe and deprivation in the case of some.

The Phom Students’ Conference demands that unless our Ultimatum for redressal of our genuine demand is positively met, the NPSC Result 2011 should be kept in abeyance.

The Conference will voice out it grievances through any means of protest against the Government which will begin with a dharna at the Secretariate complex/NPSC Office, Kohima on the 4th of June 2012. This will be followed by boycotting of Youth Expo scheduled to be held at Longleng from 6-7th of June 2012.
