Kohima, January 24 (DIPR): As per the Home department notification, regarding roster of VIPs for being the chief guest at various Administrative Headquarters, as per the instructions of Election Commission of India issued vide letter NO: 437/6/98-PLN-III dated 10/01/1998, the Commission has allowed Ministers in the State Government to be the chief guest at locations other than their Home district or proposed constituency. Further, Ministers have to confine themselves to speeches that confirm to the Model Code of Conduct and ensure that the function does not become a platform for political campaign. In view of the fact that the above functions are official functions where Ministers would be discharging their duty as part of Republic Day celebrations there is no restriction for them to use their official vehicles for this function. For locations where no VIP has been identified for flag hoisting, the same should be done by the respective administrative head.
