I deeply appreciate and support the State Chief Secretary’s appeal on innovative Budget presentation as it is a long-standing need of the hour and a matter of concern for the state government. For many years, the Government Budget has become traditional, monotonous and unable to fully accommodate the Government’s policies and programmes, needing innovative ideas and refinement in the Budget presentation of the state. Therefore, the Chief Secretary’s appeal for an innovative budget is befitting and significant.
As the public have been observing for the last 3 (three) successive Governments, during 2013 to 2017, the Government policies and programmes were focused on improvement of roads and communications. As a result, the National Highways were improved considerably and visibly but the State Highways and Districts connectivity could not improve much due to lack of adequate funds. During 2018 to 2023, the Government policies and programmes were focused on Organic Agriculture, seeds production and Horticulture products for self-sufficiency but a befitting and complimentary Budget could not be provided. Hence, the Government’s targets could not be achieved satisfactorily. Now, the current term of the Government is focusing on Entrepreneurship development, promotion of Tourism for employment and the State economic growth. The current year, the Government is focusing on exploration of minerals for improvement of the State’s revenues.
Therefore, while presenting the State Annual Budget, befitting and adequate budget must be allocated for such programmes and schemes to facilitate the successful achievement of the government policy programmes.
The State Government must also have proper and systematic development plans for specific periods so that the Government Budget can be projected accordingly for effective implementation for the welfare of the people of the State.
We must all support and work together towards presenting and achieving an innovative and refined Budget presentation based on the Government policies and programmes and as per the changing times for effective implementation.
