Rejoinder to ‘All Ward Union Mkg clarifies’

In reply to the article written by the All Ward Union Mokokchung (AWU) in Nagaland Post on 12th July 2012, we would like to mention that the President of the AWU had personally said that after paying the electric bills up to Jan.’12 an amount of Rs.40,00,000/- plus is still kept with them for the public (this was published in the “Ao Milen” on 13th July ’12) and so the reply of the President AWU does not justify his statement as published (Ao Milen 13/7/12). He is therefore requested to kindly make himself clear in this matter.

Secondly, the General Council, Kumlong Ward Mokokchung would like to make things clear once and for all that the Chairman of the Kumlong Ward Mokokchung had said that the Executive Engineer (E) Mokokchung refunded an amount of Rs.4,45,000/- (Rupees Four Lakh Forty Five Thousand) only to the Ward on payment of the due bills and basing on his statement we have mentioned the same in our letter to the Commissioner & Secretary and Chief Engineer Power, Nagaland Kohima otherwise we would never have known whether any amount was refunded or not. 

It has also come to the notice of the General Council during the audit of the then UEMB that the AWU had collected an amount of Rs.10,000/- each from all the wards out of the refunded amount. On what ground and with what authority did they collect the same which is public money?  

We would also like to bring to the notice of all concerned that all the Wards in the town were created by the Government for smooth functioning of their policies but that the Ward  Executive(s) or the All Ward Union is never a part of the Government and so how can a Government policy (communitisation of electricity) be fully entrusted to the All Ward Union or the Ward Executives instead of directing the consumers to form the General Council(s) as has been formed by us as per the Model Rules 2004?
