The recently promoted diploma cadres have strongly refuted the press release of DREAN (DIRECT RECRUIT ENGINEERING ASSOCIATION OF NAGALAND) that appeared in some local dailies few days back. This is to clarify the minds of the general public who are confused by their press statement. Any organization or Department is being guided by certain rules and regulations such as services rules, tentative seniority lists or precedents etc.
Like any other department, the NPWD maintains two cadres i.e. Direct Recruit Cadres and Diploma Cadres, each cadre having specified percentage of posts, reserved posts at the level of S.D.O.s/E.E.s and S.E.s as per the “Latest Nagaland Engineering services Rules”.
To further clarify this, it should be known that even in the Civil Secretariat set-up, there is an I.A.S. cadres, NCS cadres, NSS cadres etc who have their own quotas of promotion and are followed accordingly. Like I.A.S. cadres, the “Direct Recruit Cadres” are given utmost priority of promotion to the topmost position in the department.
It would be irrational on the part of I.A.S. cadres to compare their date of entry into services with other cadres like NCS and NSS. Likewise, there is vast difference between “Direct Recruit Engineers” and “Diploma Cadres”. Most of the recently promoted Diploma cadres are now on the verge of retirement. Why so thoughtless? They also deserved to be rewarded. Many of you were even not yet born at the time when the Diploma cadres were already in service. The recently promoted Diploma cadre has never infringed other’s quota as per the ratio of percentage against the existing strength of the posts.
About the court cases pending in the High court and Supreme Court, and besides spending lots of resources, money, time and energy, if we critically analyze and see the causes of unfortunate fighting in the court, the following reasons may also be the main factor.
NPSC (Nagaland Public Service Commission):
The only premier Recruiting Agency in the state has been notorious of corruption practice in the past many years. Even in recent years, there was a big “Paper leaked Scandal” which rocked the whole state of Nagaland where many of its officials were either caught or suspended, or dismissed from the service.
Many well qualified, bright and promising Naga Youths were denied because of this crime against humanity in the past, who are now working in different departments on the lower status and on lower level of responsibility for no fault of theirs. Out of so many bright and potential people in this cadre, few fortunate people were spotted by the people of Authority in giving them out of turn promotion through cabinet’s approval etc in many departments in the state, apart from NPWD. It is high time for policy makers to come out with a provision to accommodate this unfortunate section of people so as to avoid court cases in future.
Lastly but not the least, the Diploma Engineers are the backbone of the Department. They directly dealt/ supervise the spot of the project. The success of the project entirely depends on them. The major responsibility at the site is being shouldered by them. They “DESERVE APPRECIATION: NOT CONDEMNATION”.
One beautiful example: Two years back, NPWD organized “QUALITY CONTROL & DPR PREPARATION” where the Experts were from NITHE (National Institute of Training For Highway Engineers) and were even from abroad also i.e. Japan Express Highway. Among them, one Diploma Engineers who said he had retired from the rank of S.E., but the Govt. has spotted his extra ordinary talent and was still using his expertise in his field. He was the best among the experts.
In future, instead of going paper war, the issue be better settled amicably within the concern platforms i.e. between DREAN (Direct Recruit Engineering Association of Nagaland) and ANDESA (All Nagaland Diploma Engineer Service Association).
